Ottoman Industrialization in the 19th Century: State and Private Initiatives, Achievements, and Limitations

The 19th century marks a pivotal period in which the Ottoman Empire transitioned from an agrarian-based economy to a modern, industrialized -namely capitalist- economic structure. As an inevitable consequence of the Industrial Revolution, the Empire found itself unable to compete with the West, leading to a near standstill in its industrial sector. In response, the Ottoman administration undertook various initiatives from the 19th century onward to establish a modern industrial base. In this context, the Tanzimat era, characterized by state-led industrialization efforts, and the subsequent encouragement of private enterprise, represent critical milestones in these endeavors. The 19th century significantly diverges from previous periods, not only due to the profound and transformative effects of the Industrial Revolution on the Ottoman economy, but also because it symbolizes the transition from a classical to a modern economic system. For this reason, the study focuses primarily on the industrial transformation efforts of this particular century.The study aims to examine the effects of the Industrial Revolution, which profoundly influenced and transformed socio-economic paradigms, on Ottoman industry. While Western Powers -particularly Britain- leveraged this groundbreaking revolution to maintain their economic superiority by adopting protectionist policies, the study seeks to depict the broader context of the Ottoman Empire’s position during this period and to explore the nature and scope of its industrialization attempts. In this regard, particular emphasis is placed on the 19th century industrialization efforts, during which the momentum toward modern-style industrial development significantly accelerated.
