Abstract
The author of the article offers new approach for researching the budget process. The public budget is investigated
as a policy category. The budget process is analyzed within theoretical framework of the policy process:
the concept of policy cycle, the institutionalism theory, the open system theory, theory of budgetary
incrementalism and the rationalism theory.
