THE AIR TRANSPORT PROBLEMS: PERSONNEL TRAINING IN CIVIL AVIATION

Abstract

Nowadays the republic has a problem of personnel shortage in civil aviation as well as other countries worldwide. In this regard, the International Civil Aviation Organization (ICAO) warns of necessity to make arrangements directed to prevention of shortage of pilots, maintenance personnel and flight operations officers in the nearest 20 years. Capacity of current training establishments is insufficient for meeting staffing needs in civil aviation almost in all countries worldwide. For countries like Kyrgyzstan which do not have own higher education schools focused on civil aviation the problem is even more crucial. In this connection, there is an air training center operated at the premises of «Kyrgyzaeronavigacia state enterprise» for over 10 years. Its activity is successful as future flight operations officers are taught in practice. The educatory process satisfies the requirement of ICAO, particularly in respect of English learning proficiency (the amendment 164 to the Regulation 1 of the Convention on International Civil Aviation is implemented). The staffing problem is escalated by the replacement of domestic air equipment for foreign types of aircraft. Because of the language requirement, the summer key staff, that in other circumstances could train new proficient personnel, become almost incapacitated. We accept to use the recommendation of the Guideline on implementation of the ICAO requirements to the language proficiency on use of one of the ICAO language on the air including Russian language. In agreeing on flight operations the following measures will be required: - To assign a special status by the example of a lettered flight - To settle departing/arrival slots and segregated flight levels in order to prevent bilingualism in aircraft at the same zone and flight level. As we go forward, there is a necessity to broaden cooperation with lead schools oriented to skilled professional training in CIS countries. We believe that an exchange program can serve as one of solutions to financial issues: we qualify those specialists whose quality we can guarantee for a partner abroad and the latter, in turn, qualifies specialists that we need, such as pilots. In this context Kyrgyzstan, as a member International Aviation Committee (IAC) of the CIS countries, suggests creation of centers oriented to training of air staff using foreign equipment at the premises of existent flight schools. It will be advantageous for both the state and airline companies. Otherwise, with time we will have airplanes navigated by foreign pilots who speak Russian. It ought to be remarked that potential of flight and engineering technical schools in the CIS countries is sufficiently preserved and can be entirely restored
