Darülfünun’da kız ve erkek öğrencilere ilk kez aynı salonda ders veren Mehmet Refik mühendislik, bilim ve eğitim tarihimizin önemli isimlerindendir. Osmanlının ilk elektrik yüksek mühendislerinden olan Mehmet Refik, eğitimcilik ve yöneticilik yaşamını ülkemizde mühendisliğin meslek olarak tanınıp sevilmesine adamış örnek bir aydındır. Yönetimde özgür disiplin tarzını benimsemiş ve uygulamış, okul yönetimine öğrenciyi de katmış çağdaş bir eğitimcidir. Öğrenciler, kendi aralarında, spordan dans yarışmalarına kadar birçok alanda örgütlenmişlerdir. Zonguldak Kömür İşletmesi Umum Müdürlüğü yapmış, işletmeyi kısa zamanda modern hale getirmiş, yanı sıra Zonguldak Maden Yüksek Mühendis Mektebi’nde müdürlük ve profesörlük yapmıştır. 1932 yılında İstanbul Mıntıkası Sanayi Müdürlüğü’ne, 1934 yılında İktisat Bakanlığı’na bağlı elektrifikasyon bürosu üyeliğine getirilmiş, Türkiye’de elektrifikasyonun temellerini atmış, Elektrik Etüd İşleri İdaresi gibi kurumlara önderlik etmiştir. 1934’te “Fenmen” soyadını almış, 1943-46 yılları arasında Kocaeli Milletvekili olarak Büyük Millet Meclisi’nde görev yapmış, 1946’dan sonra Etibank Yönetim Kurulu Üyeliği yapmış, emekli olduktan sonra da il ve ilçelerin elektrik projelerini yapmıştır
Mehmet Refik who gave lectures to both female and male students in the same hall at the Darülfünun University for the first time is among the significant figures in our history of engineering, science and education. Mehmet Refik, one of the first electrical engineers MSc in the Ottoman period, is an exemplary intellectual who dedicated his educational and managerial life to the recognition and appreciation of engineering as a profession in Turkey. As a modern pedagogue, he adopted and applied a free style of discipline in management and engaged students in school management. Students organized among themselves in several areas from sports to dance competitions. He acted as the General Director of Zonguldak Coal Enterprise and modernized the establishment in a short time. In addition, he was the director and a professor at Zonguldak School of Mining Engineering. In 1932, he was appointed as the Director of the Industrial Zone of Istanbul and, as a member of Electrification Office under the Ministry of Economy in 1934. He laid the foundations of electrification in Turkey and led such institutions as Electricity Survey Administration. He took the surname of “Fenmen” in 1934, and served as a member of parliament for the electoral district of Kocaeli in Turkish Grand National Assembly between 1943 and 1946. Serving as a Board Member at Etibank after 1946, Fenmen designed electricity projects for provinces and districts after retirement.

The journal "Researcher: Social Sciences Studies" (RSSS), which started its publication life in 2013, continues its activities under the name of "Researcher" as of August 2020, under Ankara Bilim University.
It is an internationally indexed, nationally refereed, scientific and electronic journal that publishes original research articles aiming to contribute to the fields of Engineering and Science in 2021 and beyond.
The journal is published twice a year, except for special issues.
Candidate articles submitted for publication in the journal can be written in Turkish and English. Articles submitted to the journal must not have been previously published in another journal or sent to another journal for publication.
