Supply Chain Management in Crises: A Qualitative Research

Abstract

Whether it be natural disasters, or man made in origin, the one commonality between the two is its ability to disrupt the order and functioning of society by negatively impacting upon the social, economic, cultural and physical environments. A situation as outlined above necessitates the efficient delivery of disaster relief supplies, information and services to those most affected. This assistance can be most effective when it is done in a planned and coordinated manner. It is for this reason that the role of the supply chain within disaster relief operations has gained such importance. Planning, coordinating and managing supply chain activities carried out before, during and after disasters are, essential for the success of crisis management. In this study I have examined how implementations of both the public and civil society organizations are starting from the supply chain management point. In this research, disaster supply chain practices have been incorparated into one to one with the institutions, who have a say with the disaster management in our country with participants having observed the experience in the disaster areas were conducted in depth interview method which is one of the studies based on qualitative data analysis.

As an application, the structure and functioning of the supply chain management’s spesific to the 2011 Van Earthquake were examined. The reasons for the disruptions and deficiencies in the disaster supply cahin management were carefully emphasized. In addition, suggestions were made at the end of the research related to disaster supply chain management.

Afet Tedarik Zinciri Yönetimi: Nitel Bir Araştırma

Abstract

Doğal ya da insan kaynaklı tüm afetlerin ortak özelliği normal düzen ve işleyişi bozan sosyal, ekonomik, kültürel, fiziksel olumsuz sonuçlarının olmasıdır. Bu durum afetlerden etkilenenlere yardım etmek üzere ürün, bilgi ve hizmetler ile ilgili afet yardım çalışmalarının planlı, koordineli ve etkin şekilde yapılmasını zorunlu hale getirmektedir. Bu bakımdan tedarik zinciri yönetimi afet yardım çalışmalarının en önemli konularından biri olarak büyük önem kazanmıştır Afet öncesi, sırası ve sonrasında yürütülen tedarik zinciri faaliyetlerin planlanması, koordine edilmesi ve yönetilmesi kriz yönetiminin başarısı için gereklidir. Bu çalışmada tedarik zinciri yönetiminin hem kamu hem de sivil toplum kuruluşlarında nasıl uygulandığı incelenmiştir. Araştırma, ülkemizde afet yönetiminden sorumlu olan kurum ve kuruluşlarda, afet tedarik zinciri uygulamalarına bire bir dahil olmuş, afet bölgelerinde gözlemlerde bulunmuş katılımcılar ile nitel araştırma yöntemi altında veri toplama tekniklerinden biri olan derinlemesine görüşme tekniği ile gerçekleştirilmiştir.

Uygulama olarak 2011 Van Depremi özelinde tedarik zinciri yönetiminin yapı ve işleyiş şekli incelenmiştir. Afet tedarik zinciri yönetiminde yaşanan aksaklıkların, eksikliklerin nedenleri üzerinde hassasiyetle durulmuştur. Ayrıca çalışmanın sonunda afet tedarik zinciri yönetimi ile ilgili önerilerde bulunulmuştur.
