Afet Lojistiğinin Lojistik ve Kentsel Lojistik İlkeleri Kapsamında Değerlendirilmesi: Beslenme Hizmet Grubu için Alternatif Fabrika-Dağıtım Merkezi Optimizasyon Modeli

Abstract
Küresel ısınma nedeniyle ortaya çıkan iklim krizleri ve yeryüzünün dinamik bir yapıya sahip olması nedeniyle doğal afetler tüm canlıların yaşamlarını tehlikeye atmaktadır. Olumsuz doğa olaylarına diğer bir değişle afetlere karşı siyasi otoriteler, bilim insanları ve sivil kuruluşlar önlemler almaya çalışmakta ve karşılaşılacak afet durumunda etkin bir afet yönetimi sağlamak üzere çalışmalar yapmaktadır. Afet yönetimini içeren en önemli konulardan biri afet lojistiğidir. Afet sonrası afetzedelere yardımların etkin ve verimli bir şekilde ulaştırılması afet lojistiğinin kapsamındadır. Afet lojistiğinin etkin bir şekilde ilerlemesi ise lojistik ve kentsel lojistik ilkelerine dayanmaktadır. Akademik araştırmalar afet lojistiğinin temel yapısından ziyade çoğunlukla afet lojistiğinin aşamalarına odaklanmış durumdadır. Bu çalışmada afet lojistiği lojistik ve kentsel lojistik bakış açısıyla sunularak literatüre katkı sağlama amaçlanmıştır. Öncelikle kavramsal olarak afet lojistiği, lojistik ilkeleri (7 Faaliyet-7 Doğru) ve kentsel lojistik ilkeleri ele alınarak afet lojistiğinin bu prensipler üzerine kurgulanmasına vurgu yapılmıştır. Bunu desteklemek için alternatif tedarik zinciri ağ tasarımı modeli kurgulanmış ve doğrusal programlama ile tedarikçi-dağıtım merkezi optimizasyonu yapılmıştır. Elde edilen sonuçlar değerlendirilerek lojistik ve kentsel lojistik ilkelerinin afet lojistiğinde uygulama şekli tedarik zinciri ağ tasarımında ve optimizasyon modelinde belirtilmiştir. Bu çerçevede afet lojistiği optimizasyon problemlerinde uygulanabilecek kısıtlar bir sonraki çalışmalar için sunulmuştur.

Abstract
Climate crises that arise from global warming and natural disasters due to dynamic structure of earth endanger the lives of all living creatures. Politicial authorities, scientists and civil organizations are trying to take precautions against adverse natural events; in other word disasters; and are working to ensure effective disaster management in a case of disaster. One of the most important issues involving in disaster management is disaster logistics. Delivering the aid to disaster victims effectively and efficiently after a disaster is the subject of the disaster logistics. The effective progress of disaster logistics is based on the principles of logistics and urban logistics. The literature is mostly focused on the stages of disaster logistics rather than the basic structure of disaster logistics. This study aims to make contribution by considering disaster logistics in terms of logistics principles (7 Actions-7 Rights) and urban logistics principles. In order to support this, an alternative supply chain network design is presented and an optimization model that is between supplier and distribution centre is carried out in the study. The results obtained is evaluated and the application of logistics and urban logistics principles in disaster logistics is specified in the supply chain network design and optimization model. In the same frame, the constraints for futher disaster logistics optimization problems are noted.
