Municipalities, established to meet the local needs of densely populated urban areas, are endowed with a range of privileges to adequately fulfill these duties and are tasked with policing the administration to ensure citywide welfare, peace, health, and order. The study examined metropolitan municipalities with larger urban populations than other provinces. Using a qualitative research method, a descriptive study was conducted on the standard staffing requirements of municipalities, the currently employed police personnel, and the activities of police units. The study found that approximately 40% of the total police personnel standard staffing limit is utilized in metropolitan municipalities, and some municipalities publish activity reports specifically for their “Municipality Police Units” and operate effectively and efficiently with their existing staff. In some municipalities, the utilization rate of police officers is extremely low, with this primary duty performed by personnel with a labor status through “direct service procurement,” and the performance of police units in these regions is inadequate. Based on the findings, some recommendations were made regarding the norm staff and employment data and the activities of police personnel.
