Dr. Hilal Tuğçe Lapçın is an Assistant Professor in the Department of Aviation Management at the School of Civil Aviation, Samsun University. She received her bachelor’s, master’s, and doctoral degrees in Aviation Management. Her research interests include airline and airport management, strategic competition, organizational structures, environmental sustainability, and transaction cost theory. Dr. Lapçın has published her work in national and international journals and continues to contribute to the academic community through scholarly publishing and editorial activities.

Department of Aerospace Engineering 

Dr. Kadir Dönmez is an air traffic management researcher with a PhD in Air Traffic Control from Eskişehir Technical University (2022), focused on airside optimization, aircraft sequencing, and data-driven approaches. He holds a BSc in Aircraft Avionics from Kocaeli University (2016) and an MSc in Air Traffic Control from Anadolu University (2018), where he received a university-wide Thesis Award. In 2025, he served as a Visiting Research Fellow at Nanyang Technological University (NTU) in Singapore, developing AI-enabled decision-support solutions for airport surface movement and next-generation airside operations. His work has produced multiple SSCI/SCI-indexed publications—particularly between 2020 and 2023—and contributions to EU-funded initiatives such as ATCOSIMA. He previously headed the Aircraft Maintenance Department at Samsun University and has led national research projects funded by BAP and TÜBİTAK. Combining 6+ years of pseudo-pilot and ATC training experience with strong technical skills in Python (Pyomo), GAMS, SIMMOD, and SPSS, he is currently advancing AI-driven decision support and optimization for future air traffic environments.

After completing my undergraduate education in Meteorological Engineering at Istanbul Technical University, I pursued my Master's and Ph.D. degrees in Hydrogeological Engineering at Hacettepe University.  I have held positions as an engineer and branch manager at the General Directorate of Meteorology and the General Directorate of State Hydraulic Works. I have contributed to two book chapters, including "Seyhan Dam, Turkey, and climate change adaptation strategies" and "Water Resources Potential of Turkey" and authored/coauthored nearly 20 articles in the field of hydrometeorology, along with numerous conference presentations. In the past, I served as the secretary and vice-chair of the Water Policies Expert Committee under the Ministry of Water and Forestry, as well as a member of the Hydrology Expert Committee in the same ministry. My work in public service has involved water policies and transboundary waters, and I have participated in many meetings with various countries on water issues within the framework of bilateral and regional relations with organizations and also worked closely with UNESCO IHP, IAHS, and WMO. I continue my academic research and teaching at Samsun University's Department of Meteorological Engineering.

Lisans derecesini 2009 yılında Anadolu Üniversitesi'nden, yüksek lisans derecesini ise 2013 yılında İstanbul Üniversitesi'nden aldı. Türkiye'de havayolu taşımacılığı sektörünün ortaya çıkışı, gelişimi ve evriminde devletin rolünü yeni kurumsalcı bir örgütsel analiz ile ele aldığı "Devlet, Aktör ve Değişim: 1983-2013 Yılları Arası Türk Havayolu Taşımacılığı Alanında Kurumsal Değişim" adlı doktora tezini, 2018 yılında tamamladı. Kurum ve sektör tarihi yazımı, işletme ve yönetim tarihi, havacılık tarihi ile örgüt sosyolojisi konularına ilgi duymakta ve halen İstanbul Medeniyet Üniversitesi Turizm Fakültesi Turizm İşletmeciliği Bölümü'nde görev yapmaktadır.

Doktorasını Sivil Havacılık Yönetimi, Doçentliğini Yönetim ve Organizasyon dalında almış olup halen Eskişehir Teknik Üniversitesi, Havacılık ve Uzay Bilimleri Fakültesi Havacılık Yönetimi Bölümünde öğretim üyeliğini ve bölüm başkanlığını sürdürmektedir. 

1969 yılında doğan Ender GEREDE, 1988 yılında Anadolu Üniversitesi (AÜ) Sivil Havacılık Meslek Yüksekokulu’nun Uçak Elektroniği Bölümünden ön lisans, 1993 yılında Fransa’daki Bordo (Bordeaux) Teknik Üniversitesi’nden “Havacılık Bakımı” alanında DEST Derecesi almıştır. 1996 yılında AÜ İşletme Fakültesi İşletme Bölümünde lisans, 1998 yılında Sivil Havacılık Yönetimi Ana Bilim Dalında yüksek lisans, 2002 yılında ise doktora dereceleri almıştır. Gerede 2013 yılında yönetim ve strateji alanında doçent, 2019 yılında havacılık emniyeti ve hava taşımacılığı yönetimi alanlarında profesör unvanı almaya hak kazanmıştır.
Gerede lisans ve lisansüstü seviyelerde; emniyet yönetimi, havayolu yönetimi, insan faktörleri ve havaaracı bakım yönetimi gibi konularda dersler vermekte, asistanlar yetiştirmektedir. Gerede, havacılık emniyeti ve havayolu yönetimi alanlarında çok sayıda bilimsel araştırma ve akademik yayına imza atmış, kitap ve kitap bölümleri kaleme almıştır. Türkiye’nin ilk Emniyet Yönetim Sistemi ve Havaalanlarında Acil Durum Eylem Planlaması eğitimcisidir. Havacılık emniyeti bağlamında pek çok sektörel eğitim almıştır. Ülkemizde emniyet yönetim sisteminin kurulup başarıyla işletilmesi için sektör paydaşlarına yönelik çok sayıda eğitim düzenlemiştir. İyi derecede İngilizce ve Fransızca bilmektedir.

Prof. Sengur currently is a member of Department of Department of Aviation Management, Faculty of Aeronautics and Astronautics, Eskisehir Technical University, Turkey. She earned her PhD in Aviation Management and completed her Master and Bachelor degrees in Aviation Management as well. She conducted her post-doctoral research at Embry Riddle Aeronautical University, Florida, USA on a grant from the Turkish Higher Education Council in 2010. Currently she also holds the position of the Director of the Women in Science and Technology Center at Eskisehir Technical University.
As a Professor at the Department of Aviation Management, Faculty of Aeronautics and Astronautics, Eskisehir Technical University, she had gained valuable experience in teaching both graduate and undergraduate levels. She had also conducted multiple international and national research projects, organized several conferences, delivered papers on national and international aviation and management symposiums, and published articles in national and international peer-reviewed journals. She also authored several chapters and books. Prof. Sengur had also consulted the Turkish State Planning Organization, Turkish Transportation Ministry and Turkish Directorate General of Civil Aviation for several National Aviation legislations and White Papers.
Prof. Sengur is an expert in Airport and Airline Management and her research interests incorporate but not limited to Strategic Management, Transportation Policies, and Corporate Social responsibility. Her current research interest focuses on Airport Governance Models, Airport Public Private Partnerships, Airline Business models, and Responsible Management in Aviation.

Dr Evangelia Pantelaki is a Senior Lecturer in the Faculty of Business Management at Emirates Aviation University (Dubai – United Arab Emirates). She holds a PhD in Methods and Models for Economic Decisions from University of Insubria, Italy. With a passion for unraveling the complexities of the aviation industry through an economic perspective, she is dedicated to shedding light on its intricate dynamics, challenges, and opportunities.

She has participated in several applied research projects in Italy and the UK and has worked with local authorities and the UK Department for Transport. She has experience in identifying and discussing targeted transport policies with interested stakeholders and policymakers through public events and workshops. This is coupled with her previous professional experience as Economic Consultant to several Greek Ministries.

Dr Pantelaki contributes widely to the transport community and has been invited to talk about sustainable transport policies and climate change. She has also participated in various European and International conferences either presenting her work or chairing and organising special sessions. She is a reviewer for highly ranked peer reviewed journals e.g. Journal of Air Transport Management, Annals of Tourism Research, Research in Transportation Economics, Research in Transportation Business and Management, and Journal of Transport and Health.
