A research on the importance of the concept of safe hospital for sustainable health services in disasters

Abstract

The disasters which have taken place in various parts of the world in recent years and their damages rendered thinking about risk and harm reduction issues prior to the disaster, apart from the works done after it.

Hospitals are an integral part of a society's critical functions designed to respond to disasters. Hospitals, which have an important place in disasters, should not be considered as a standard workplace. Hospital services are the public service that is requested and needed to be started with full capacity at the earliest period.

During the disasters in our country, hospitals are either being demolished or severely damaged so that it is not possible for us to serve without leaving the hospital. In the past years, health services have been provided in field hospitals.

Pan American Health Organization (PAHO) and World Health Organization (WHO) define the concept of a safe hospital; as the hospitals which do not collapse in disasters, which do not kill patients and staff, which can continue to serve as a critical community facility when needed, and which can organize the health workforce to continue network activities.

Developed by the PAHO/WHO and used by many countries, Safe Hospitals Checklist can respond to the needs of hospital security in disaster preparedness of hospitals in Turkey. Self-evaluation of hospitals can be made by evaluating all hospitals in our country with this list, and improvement studies can be made by determining the current level.  In our country, it is very important for recently constructed hospitals/to be constructed hospitals to be built according to safe hospital criteria.

Relevant experts should study and evaluate these lists and each hospital's Hospital Disaster Plan with Turkey Disaster Response Plan (TAMP) should be integrated.

These studies will enable full capacity health services provision in disasters.

Afetlerde sürdürülebilir sağlık hizmetleri için güvenli hastane kavramının önemi üzerine bir araştırma

Abstract

Son zamanlarda dünyanın çeşitli yerlerinde meydana gelen afetler ve zararları, afetlerden sonraki çalışmaların dışında afet öncesinde risk ve zarar azaltma konularının düşünülmesini sağlamıştır.Hastaneler, afetlere cevap vermek için tasarlanmış, bir toplumun kritik işlevlerinin ayrılmaz bir parçasıdır. Afetlerde önemli bir yeri olan hastaneler standart bir iş yeri statüsünde değerlendirilmemelidir. Hastane hizmetleri en erken dönemde, tüm kapasitesiyle başlatılması istenen ve gereken kamusal hizmettir.
Ülkemiz afetleri esnasında ya hastanelerimiz yıkılmakta, ya ağır hasar görmekte netice itibari ile hastane içinde kalıp , hastaneyi terk etmeden hizmet verememekteyiz. Geçmiş yıllarda sağlık hizmetleri hep sahra hastanelerinde verilme durumunda kalmıştır.
Pan American Health Organization (PAHO) ve World Health Organization (WHO) güvenli bir hastane kavramını, afetlerde çökmez, hastaları ve personeli öldürmez, en çok ihtiyaç duyulduğunda hizmetlerini ve kritik bir topluluk tesisi olarak hizmet vermeye devam edebilen, şebeke faaliyetlerini sürdürebilmek için sağlık işgücünü organize edebilen hastaneler olarak tanımlamaktadır.
PAHO/WHO tarafından geliştirilen ve bir çok ülke tarafından kullanılan Güvenli Hastane Kontrol Listesi, Türkiye’deki hastanelerin afetlere hazırlığında, hastane güvenliği ihtiyacına cevap verebilir. Ülkemiz hastanelerinin tamamı bu liste ile değerlendirilerek hastanelerin öz değerlendirmeleri yapılabilir ve mevcut seviye belirlenerek iyileştirme çalışmaları yapılabilir. Ülkemiz de yeni yapılan/ yapılacak hastanelerin bu tür araçlarla değerlendirilerek inşa edilmesi olağanüstü bir çalışma olacaktır
Bu listeler konunun uzmanı kişiler tarafından değerlendirilerek çalışılması her hastanenin Hastane Afet Planları ile Türkiye Afet Müdahale Planı ile (TAMP) entegrasyonu sağlanmalıdır.
Bu çalışmalar afetlerde tam kapasite sağlık hizmetlerinin verilmesini sağlayacaktır.
