Organizational improvement in higher education: critical analysis and recommendations
Abstract
University represents a whole consisting of various units. The decentralization of the
units and sub-units ensures that the university operates dynamically and effectively. Identifying
and solving existing problems and deficiencies in universities, generating new ideas and realizing
related breakthroughs will only be possible with organizational culture. In this study, the existing
problems in the Turkish higher education system are discussed in terms of various dimensions and
policy suggestions for the solution of these problems are presented.

Üniversite çeşitli birimlerden oluşan bir bütünü temsil etmektedir. Üniversitede birimlerin ve alt birimlerin yerinden yönetilmesi üniversitenin dinamik ve etkili bir şekilde faaliyet göstermesini
sağlamaktadır. Üniversitelerde mevcut sorun ve eksikliklerin tespit edilmesi ve çözülmesi; yeni fikirlerin üretilebilmesi ve buna bağlı atılımların gerçekleşebilmesi ancak kurum kültürü ile
mümkün olacaktır. Bu çalışmada, Türkiye yükseköğretim sisteminde var olan sorunlar çeşitli boyutlar açısından ele alınmış ve bu sorunların çözümüne yönelik politika önerileri sunulmuştur
