Bir Güven Araştırması: “Hayat Eve Sığar” Uygulaması

Abstract

Amaç: Covid-19 pandemisi hiç şüphesiz dünyayı en çok etkileyen ve en çok bulaşan salgınlardan biridir. Pandeminin seyrini izlemek ve yayılmasını kontrol altına almak için alınan önlemlerden biri de mobil uygulamalardır. Covid-19 için geliştirilen mobil uygulamalar faydalarının yanında gizlilik ve güvenlik sorunlarını da beraberinde getirmiştir. Türkiye Cumhuriyeti Sağlık Bakanlığı tarafından Covid-19 yayılımının seyrini izlemek için “Hayat Eve Sığar” adlı mobil uygulama geliştirilmiştir. Bu çalışmada, uygulamayı kullanan vatandaşların uygulamanın mahremiyetine ve güvenliğine yönelik görüşlerinin belirlenmesi amaçlanmıştır. Gereç ve Yöntem: Araştırmaya 392 gönüllü katılmıştır. Katılımcılara 10 Eylül 2020 - 30 Ocak 2021 tarihleri arasında sosyal ve demografik özellikler ile uygulamaya yönelik görüşlerinin incelendiği bir anket uygulanmıştır. Bulgular ve Sonuç: Araştırmanın bulgularına göre Hayat Eve Sığar mobil uygulamasını kadınlar (%64,5) erkeklere göre (%35,5) daha fazla kullanmaktadır. Uygulama kullanıcılarının %60'ı uygulamaya güven duymaktadır. Kullanıcıların duydukları güvenin en önemli nedeni ise uygulamanın devlet tarafından geliştirilmiş olmasıdır. Kullanıcıların %78'i uygulama özel bir kurum tarafından geliştirilmiş olsaydı uygulamaya güvenmeyeceklerini belirtmiştir. Sonuç olarak katılımcılar, Covid-19 gibi bir pandemi olmasaydı kişisel veri toplayan bir uygulama kullanmayacaklarını bildirmiştir. Ayrıca, mobil uygulamalar vasıtasıyla toplanan kişisel verilerin gizlilik ve güvenliğine yönelik ülkemizdeki mevzuat eksiği dikkat çeken bir diğer husustur.

A Study of Trust: The Application of “Hayat Eve Sığar”

Abstract

Objective: Covid-19 pandemic is without any doubt one of the most infectious and most contagious outbreaks in the world. Mobile application is one of the measures taken to monitor the course of and to control the spread of the pandemic. The mobile applications developed for Covid-19 have brought the problems of privacy and security in addition to their benefits. The mobile application called “Hayat Eve Sığar” was developed by the Ministry of Health of the Republic of Turkey to monitor the course of Covid-19 spread. In this study, it is aimed to determine the opinions of citizens using the application towards the privacy and the security of the application. Materials and Methods: 392 volunteers were participated in the study. A questionnaire was applied to the participants between September 10, 2020 - January 30, 2021, examining their social and demographic characteristics and opinions towards application. Results and Conclusion: According to the findings of the study, women (64.5%) use Hayat Eve Sığar mobile application more than men (35.5%). 60% of the users trust the application. The most important reason for the trust is that the application was developed by the state. 78% of the users stated that they would not trust the application if it had been developed by a private institution. As a result, the participants reported that they would not use an application that collects personal data if it were not for a pandemic such as Covid-19. In addition, the lack of legislation in Turkey regarding the privacy and security of personal data collected through mobile applications is another striking issue.
