EVALUATION OF OECD COUNTRY PERFORMANCES WITH THE CLOUD PERFORMANCE INDEX IN THE PROCESS OF COMBATING COVID 19 DISEASE

Abstract

The deadly effects and consequences of the COVID-19 epidemic on humans continue. In order to minimize these negative effects of the epidemic, new treatment protocols are being determined in a collective effort. It is extremely important to manage this crisis, which is deepening every day, in the best way and to provide health services without interruption. From this point of view, this study was needed to evaluate the success of OECD countries in managing the COVID-19 crisis. For this purpose, in this study based on certain criteria (the total death rate in the total number of cases, the proportion of total recoveries in the total number of cases, case ratios that are critical in the total number of cases, share of people fully vaccinated against COVID-19 and the number of tests per one million people), the relative performance of OECD countries in the fight against COVID-19 was compared and ranked among themselves. In this study, the Cloud Performance Index, one of the dynamic and multiple decisionmaking methods that allows sorting and choosing between alternatives, performance and risk assessment, was used as a method. According to the results of the study, Estonia (ranked 34th), Sweden (35th), Colombia (36th), Czechia (37th) and Portugal (38th) are last in the OECD countries' fight against COVID-19. On the other hand, Iceland (5th place), Denmark (4th place), Slovakia (3rd place), Austria (2nd place) and Latvia (1st place) in the study.

COVİD 19 HASTALIĞIYLA MÜCADELE SÜRECİNDE OECD ÜLKELERİNİN PERFORMANSLARINI BULUT PERFORMANS ENDEKSİYLE DEĞERLENDİRME

Abstract

COVID-19 salgınının insanlar üzerindeki ölümcül etikleri ve sonuçları devam etmektedir. Salgının bu olumsuz etkilerini en aza indirmek için kolektif bir çaba ile yeni tedavi protokolleri belirlenmektedir. Her geçen gün derinleşen bu krizi en iyi şekilde yönetmek ve sağlık hizmetlerinin kesintisiz sunumu son derece önemlidir. Bu noktadan hareketle OECD ülkelerinin COVID-19 krizini yönetme başarısını değerlendirmek için bu çalışmaya ihtiyaç duyulmuştur. Bu amaçla bu çalışmada, belirli kriterler (toplam vaka sayısı içinde toplam ölüm oranı, toplam vaka sayısı içinde toplam iyileşenlerin oranı, toplam vaka sayısı içinde durumu kritik olan vaka oranları ile tam olarak aşılanmış nüfus yüzdesi ve bir milyon kişi başına düşen test sayısı gibi) baz alınarak COVID-19 ile mücadele sürecinde OECD ülkelerinin göreceli performansının karşılaştırılması ve kendi aralarında sıralanması yapılmıştır. Bu çalışmada yöntem olarak alternatifler arasında sıralama ve seçim yapma, performans ve risk değerlendirme olanağı sağlayan dinamik ve çoklu karar verme yöntemlerinden biri olan Bulut Performans Endeksi kullanılmıştır. Çalışmanın sonuçlarına göre OECD ülkelerinin COVID-19 ile mücadele sürecinde Estonya (34’üncü sırada), İsveç (35’inci sırada), Kolombiya (36’ıncı sırada), Çekya (37’inci sırada) ve Portekiz (38’inci sırada) son sırada yer almaktadır. Buna karşın çalışmada İzlanda (5’inci sırada), Danimarka (4’üncü sırada), Slovakya (3’üncü sırada), Avusturya (2’inci sırada) ve Letonya (1’inci sırada) bulunmaktadır.
