The Role of Integrated Project Teams (IPT) in Defense Acquisition Process : A Model Proposal for Türkiye

Abstract

Today, the aim of defense management approach is to achieve fast, high-performance, and low-cost results with small units. In order to achieve these goals, use of Integrated Project Teams (IPT) has become even more important within the scope of developing defense acquisition strategies. Purpose of study; in order to ensure that defense acquisition projects are delivered in accordance with targets within certain criteria, IPTs, which are implemented especially in developed countries in the field of defense, can be used throughout our defense acquisition process, thus our acquisition system is improved by increasing cooperation. For this purpose, it is envisaged that when IPTs are added to the acquisition process, integrity will be ensured in the acquisition process by bringing together acquisition authorities and experts, thus, effectiveness and efficiency will be increased while saving time and costs. Semi-structured interview method, which is one of the qualitative research methods, was used in research. The interview form created as a result of the literature review consists total of 14 questions, one of which is demographic. While the population of the research consists of experts working within the defense acquisition system in our country, the sample was determined as experts working in acquisition units of the Presidency of Defense Industries and Ministry of National Defense by using the purposeful sampling method. Face-to-face meetings were held with a total of eight experts, four at the Presidency of Defense Industries and four Ministry of National Defense. A code list was created by content analysis in line with answers given, and categories were obtained by bringing similar codes together. This context, purpose, importance of defense acquisition in Türkiye, disruptions in the defense acquisition process, information defense acquisition employees have about IPTs, benefits that can obtained by including IPTs in the defense acquisition system, and suggestions for the structuring of IPTs. In line with the data obtained, a new model proposal has been presented for our defense acquisition system.

Savunma Tedarik Sürecinde Entegre Proje Ekiplerinin (EPE) Rolü: Türkiye İçin Bir Model Önerisi

Abstract

Günümüzde savunma yönetimi anlayışı içerisinde küçük birliklerle, hızlı, performansı yüksek ve düşük maliyetli sonuçlar elde edebilmek hedeflenmektedir. Bu hedefleri gerçekleştirebilmek için savunma tedarik stratejilerinin geliştirilmesi kapsamında Entegre Proje Ekipleri’nin (EPE ) kullanımı daha da önemli hale gelmiştir. Çalışmanın amacı; savunma tedarik projelerinin belirli kriterler içerisinde hedeflere uygun bir şekilde ulaştırılabilmesi için özellikle savunma alanında gelişmiş ülkelerde uygulanan EPE’lerin savunma tedarik süreci boyunca kullanılabilmesi ve bu sayede iş birliğinin arttırılarak tedarik sistemimizin geliştirilmesidir. Bu amaç doğrultusunda savunma tedarik sürecine EPE’’ler eklendiğinde tedarik makamları ve uzman kişiler bir araya getirilerek tedarik sürecinde bütünlük sağlanacağı ve bu sayede zaman ile maliyetten tasarruf edilirken etkinlik ve verimliliğin de arttırılacağı öngörülmektedir. Araştırmada nitel araştırma yöntemlerinden olan yarı yapılandırılmış görüşme yöntemi kullanılmıştır. Kaynak taraması sonucunda oluşturulmuş olan görüşme formu biri demografik olmak üzere toplam 14 sorudan oluşmaktadır. Araştırmanın evrenini ülkemizde bulunan savunma tedarik sistemi içerisinde çalışan uzmanlar oluşturmakta iken örneklemi amaçlı örnekleme yöntemi kullanılarak Savunma Sanayii Başkanlığı ve Millî Savunma Bakanlığında tedarik birimlerinde çalışan uzmanlar olarak belirlenmiştir. Savunma Sanayii Başkanlığında dört, Millî Savunma Bakanlığında dört olmak üzere toplam sekiz uzmanla yüz yüze görüşme gerçekleştirilmiştir. Verilen cevaplar doğrultusunda içerik analizi yapılarak bir kod listesi oluşturulmuş ve benzer kodlar bir araya getirilerek kategoriler elde edilmiştir. Bu kapsamda Türkiye’de savunma tedarikinin amacı ve önemi, savunma tedarik sürecindeki aksaklıklar, EPE’ler hakkında savunma tedariki çalışanlarının sahip olduğu bilgiler, EPE’lerin savunma tedarik sistemi içerisine dâhil edilmesi ile elde edilebilecek faydalar ve EPE’lerin yapılanmasına yönelik öneriler ile ilgili olarak elde edilen veriler doğrultusunda savunma tedarik sistemimiz için yeni bir model önerisi sunulmuştur.
