Milenyumda BRICS-MT Ülkelerinin Sağlık Harcamaları Performansı: Yıllara Göre Karşılaştırmalı Bir Analiz

Abstract

Artan sağlık harcamaları, ülke ekonomileri ve sağlık sistemleri içerisinde önemli bir yer teşkil etmektedir. Sağlık harcamalarının sağlık sonuçlarının önemli bir belirleyicisi olmasından dolayı ülkeler, sağlık harcamalarını verimli bir şekilde kullanarak önemli sağlık sonuçları elde etmek ve vatandaşlarının sağlık statülerinde iyileştirmeler gerçekleştirmeyi arzu etmektedir. Bu bağlamda, etkin sağlık harcamasına ulaşmak tüm ülkelerin temel amaçları arasında gösterilmektedir. Bu çalışmada BRICS-MT Brezilya, Rusya, Hindistan, Çin, Güney Afrika, Meksika ve Türkiye ülkelerinin sağlık harcamalarının verimliliği 2000- 2015 yıllarını kapsama alarak, üç girdi ve iki çıktı değişkeni yardımıyla ve Malmquist Toplam Faktör Verimliliği Endeksi MTFP kullanılarak ortaya konulmuştur. MTPF Endeksi, girdi odaklı input oriented ölçeğe göre sabit getiri CRS-Constant Return to Scale modeli kullanılmıştır. Araştırma kapsamında yapılan analize göre; 2000-2005 döneminde 2; 2005-2010 döneminde 3 ve 2010-2015 döneminde 4 ülkenin verimsiz olduğu sonucuna ulaşılmıştır

HEALTH EXPENDITURES PERFORMANCE OF BRICS-MT COUNTRIES IN MILLENNIUM: A COMPARATIVE ANALYSIS BY YEARS

Abstract

Increasing health expenditures constitute an important part of national economies and health systems. As health expenditures are an important determinant of health outcomes, countries want to achieve significant health outcomes and improve their citizens’ health statuses by using health expenditures efficiently. In this context, achieving efficiency in health expenditures is among the main objectives of all countries. In this study, the efficiencyof the health expenditures of BRICS-MT Brazil, Russia, India, China, South Africa, Mexico and Turkey countries in the 2000-2015 period was found out via Malmquist Total Factor Productivity Analysis MTFP with three inputs and two output variables. Input oriented constant return to scale model was adopted in the MTFP Index. According to the results, two countries were inefficient in the 2000-2005 period; three countries were inefficient in the 2005-2010 period; and four countries were inefficient in the 2010-2015 period.
