The external costs of environmental economics are very high. As a result of the increase in production and consumption especially with industrial and technological developments, air, water and soil started to pollute, natural resources started to be exhausted and the automatic renewal characteristic of nature has been damaged. The basic aim of developing countries is to develop. However, they are afraid of risking this aim with the application of environmental policies and frightening the foreign investment. As a result, this causes the transfer of dirty industries from developed countries to developing countries
Çevre ekonomisinin dışsal maliyetleri oldukça yüksektir. Özellikle sanayileşme ve teknolojik gelişmeler ile birlikte üretimin ve tüketimin hızla artması sonucu; hava, su ve toprak hızla kirlenmeye, doğal kaynaklar tükenmeye başlamış, doğanın kendi kendini yenileme niteliği zarar görmüştür. Gelişmekte olan ülkelerin temel hedefi kalkınmadır ancak çevre politikaları uygulayarak bu hedefi tehlikeye atmaktan ve yabancı sermayeyi kaçırmaktan korkmaktadırlar. Bu durum, kirli endüstrilerin gelişmiş ülkelerden gelişmekte olan ülkelere kaymasına neden olmaktadır
