INTERNATIONALIZATION OF TURKISH STATE UNIVERSITIES: AN EVALUATION OVER STRATEGIC PLANS

Abstract

The political economy of globalization has brought about rapid and sweeping changes in higher education. In the 21th century universities have been shifting from “social, cultural and national” domain to “economic and international” domain. Internationalization of higher education has been going beyond academic activities and becoming a part of a broader agenda of political economy. Correspondingly, internationalization has become an important issue on higher education agenda in Turkey. Turkey, which has been a traditional sending country aims at being an international actor in higher education. For achieving this goal, this approach must be translated into a strategic management and internationalization must be handled as a public policy. The major actors of this process are certainly universities. Strategic planning creates an important opportunity for institutionalization and sustainability of internationalization attempts in universities. Thus in this paper, strategic plans of Turkish state universities are analysed in terms of internationalization and evaluations and goals of universities are examined by this way.

TÜRKİYE’DEKİ DEVLET ÜNİVERSİTELERİNDE ULUSLARARASILAŞMA SÜRECİ: STRATEJİK PLANLAR ÜZERİNDEN BİR DEĞERLENDİRME

Abstract

Küreselleşmenin ekonomi politiği dünyada hızlı ve kapsamlı değişimlerin yaşanmasına neden olmakta, değişimin en yoğun yaşandığı alanların başında yükseköğretim gelmektedir. Üniversitenin eğitim-öğretim, araştırma ve toplumsal hizmet misyonlarında “sosyal, kültürel, ulusal” alandan “ekonomik ve uluslararası” alana doğru bir yönelim yaşanmaktadır. Yükseköğretimde uluslararasılaşma ise akademik faaliyetlerin ötesine geçmekte, daha geniş bir ekonomik ve siyasal gündemin parçası haline gelmekte, stratejik bir alana dönüşmektedir. Türkiye'de de yükseköğretimde uluslararasılaşma son yıllarda önemli bir gündem maddesi haline gelmektedir. Türk yükseköğretiminin modernleşme çabalarıyla başlayan uluslararasılaşma deneyimi uzun yıllar “gönderen ülke” olarak konumlanmakla birlikte son yıllarda uluslararası bir aktör olma iddiasına doğru evrildiği görülmektedir. Yükseköğretimde uluslararasılaşmaya ilişkin bu yaklaşımın başarılı olabilmesi için stratejik bir sürece dönüşmesi, bir kamu politikası olarak ele alınması gerekmektedir. Söz konusu stratejik yaklaşımın en önemli aktörleri ise şüphesiz üniversitelerdir. Üniversitelerde uluslararasılaşmaya ilişkin çalışmaların kurumsallaşması ve sürdürülebilirliği açısından stratejik planlama süreci önemli bir fırsat yaratmaktadır. Bu çalışmada bu değerlendirmeden yola çıkılarak Türkiye’deki üniversitelerin stratejik planlarında uluslararasılaşmanın yeri araştırılmakta, bu sürece yönelik değerlendirmeleri ve hedefleri incelenmektedir.
