MUNICIPAL SERVICE DELIVERY ELECTRONICALLY: AN ANALYSIS OF E-MUNICIPALITY APPLICATIONS IN ISTANBUL METROPOLITAN MUNICIPALITY

Abstract

The concept of e-government, which is used by citizens in the sense of presenting information and services produced in the electronic platform, has become a part of state politics since 2000 in Turkey, and in the following years the transformation process in this area has become increasingly pervasive. Local governments in Turkey have not been outside of this transformation period, and e-municipality has emerged as a reflection in municipalities. The municipalities started e-municipality service through their web pages. They have developed new applications and have started to compete with each other. In this study, the concept of e-municipality is discussed and the e-municipality applications of Istanbul Metropolitan Municipality is analysed. Within the scope of this paper, firstly, the concepts of e-municipality and e-government and their development processes are discussed. Then, the projects and applications developed in this subject are presented. Lastly, e-municipality applications of Istanbul Metropolitan Municipality is analysed as an example in detail.

BELEDİYE HİZMETLERİNİN ELEKTRONİK ORTAMDA SUNUMU: İSTANBUL BÜYÜKŞEHİR BELEDİYESİ E-BELEDİYE UYGULAMALARININ ANALİZİ

Abstract

Vatandaşlara devlet tarafından sunulan bilgi ve hizmetlerin elektronik ortamda sunulması anlamında kullanılan e-devlet anlayışı, Türkiye’de 2000’li yıllardan itibaren devlet politikaları arasında yer almaya başlamış ve daha sonraki yıllarda bu konudaki dönüşüm süreci giderek hız kazanmıştır. Ülkemizde yerel yönetim kuruluşları da bu dönüşüm sürecinin dışında kalmamış, e- devlet anlayışının belediyelerdeki yansıması e-belediye şeklinde ortaya çıkmıştır. Belediyeler özellikle web sayfaları aracılığıyla e-belediye çalışmalarını yürütmeye başlamışlar, belediye hizmetlerini elektronik ortamda sunma yolunda her geçen gün yeni uygulamalar geliştirmiş ve birbirleri ile rekabet eder hale gelmişlerdir. Bu çalışmada, e-belediyecilik konusu ele alınarak, İstanbul Büyükşehir Belediyesi’nin e-belediye uygulamaları analiz edilmiştir. Çalışma kapsamında, öncelikle e-devlet ve e-belediye kavramları tartışılmış, Türkiye’de e-devlet ve e- belediye anlayışlarının gelişim süreci, bu konuda geliştirilen projeler ve uygulamalar hakkında genel bir bilgi sunulmuştur. Daha sonra, örnek olarak seçilen İstanbul Büyükşehir Belediyesi’nin e-belediye uygulamaları ayrıntılı olarak analiz edilmiştir.
