İşsizlik Oranlarının Sosyal Koruma Harcamalarına Etkisi: AB Ülkeleri Panel Veri Analizi

Abstract

Bu çalışma, Avrupa Birliği'ne (AB) üye 27 ülkede işsizlik oranlarının sosyal koruma harcamaları üzerindeki etkisini panel veri analizi yöntemiyle incelemektedir. Araştırma, 2004-2023 dönemini kapsayan yıllık verileri kullanarak, işsizlik oranı ile sosyal koruma harcamaları arasındaki ilişkiyi sabit etkiler ve rassal etkiler modelleriyle analiz etmiştir. Araştırma sonuçları, işsizlik oranlarındaki artışın sosyal koruma harcamalarını artırdığını ve AB ülkeleri arasında bu ilişkinin güçlü bir şekilde var olduğunu ortaya koymuştur. Ayrıca, panel Granger nedensellik testi sonuçlarına göre, sosyal koruma harcamalarından işsizlik oranlarına doğru tek yönlü bir nedensellik ilişkisi tespit edilmiştir. Ancak işsizlik oranlarından sosyal korumalara doğru anlamlı bir nedensellik bulunmamıştır. Bu bulgular, politika yapıcılar için sosyal koruma ve işsizlikle mücadele politikalarının entegre bir şekilde ele alınması gerektiğini göstermektedir.

The Effect of Unemployment Rates on Social Protection Expenditures: Panel Data Analysis of EU Countries

Abstract

This study examines the impact of unemployment rates on social protection expenditures in 27 European Union member countries using panel data analysis. The research analyzed the relationship between unemployment rate and social protection expenditures using fixed effects and random effects models, using annual data covering the period 2004-2023. The research results revealed that the increase in unemployment rates increases social protection expenditures and that this relationship exists strongly among EU countries. In addition, according to the panel Granger causality test results, a one-way causality relationship from social protection expenditures to unemployment rates was found. These findings indicate that social protection and unemployment combat policies should be addressed in an integrated manner by policy makers.
