DIMENSIONS OF E-TRANSFORMATION IN KIRIKKALE: THE CASE OF SPECIAL PROVINCIAL ADMINISTRATION

Governments have to develop policies towards computer based service delivery because of increasing expectations about public service delivery and developments on information and communication technologies. In this context, studies on creating information based society started towards the Lisbon Strategy, which was accepted by the EU. This strategy was implemented to Turkey under the name of e-transformation Turkey Project. In this study, etransformation process which was followed by The Special Provincial Administrations in Turkey will be analyzed. The study based on results of a survey and interview which were taken place in The Special Provincial Administration of Kırıkkale. In addition, the institute’s web site was analyzed in terms of online service delivery. The results revealed that The Special Provincial Administration of Kırıkkale made a good progress in e-transformation process and the institution will continue working to achieve a better stage

Kamusal hizmet sunumuna yönelik beklentilerin artması ve bilgi ve iletişim teknolojilerindeki gelişmeler, devletleri, hizmetlerini bilgisayar destekli ortamlara taşımak doğrultusunda politikalar geliştirmek durumunda bırakmıştır. Bu çerçevede, Avrupa Birliği tarafından benimsenen Lizbon Stratejisi doğrultusunda bilgi temelli toplum yaratma çalışmaları başlamıştır. Bu strateji, Türkiye’ye e-dönüşüm Türkiye Projesi adı ile uyarlanmıştır. Bu çalışmada, Türkiye’de yerel yönetimlerce izlenen e-dönüşüm politikalarının analizi yapılmıştır. Bu çerçevede Kırklareli İl Özel İdaresi bünyesinde anket ve mülakat çalışmaları yapılarak sonuçlarına yer verilmiştir. Ayrıca kurumun web sitesi çevrimiçi hizmet sunumu açısından analiz edilmiştir. Kırıkkale İl Özel İdaresi’nin e-dönüşüm sürecinde önemli aşamalar kaydettiği ve bu doğrultudaki çalışmaların ivme kazanarak devam etmesi için gerekli çabaların sarf edildiği görülmektedir
