AFRİKA’NIN KALKINMA TRAJEDİSİ VE BOTSVANA ÖRNEĞİYLE ÇIKIŞ UMUTLARI

Abstract

Coğrafya, iklim, toprak kalitesi, doğal kaynaklar, etno-linguistik çeşitlilik, iç çekişmeler, sömürgecilik ve kötü yönetim başta olmak üzere, Afrika’nın geri kalmışlığını ve yavaş gelişimini inceleyen çalışmalarda birbirinden farklı birçok faktör başat neden olarak gösterilmektedir. Ancak Botsvana son elli yıllık yüksek büyüme performansı ile kıtanın geri kalanı ile kıyaslanamayacak bir gelişme göstermiştir. Bahsedilen faktörlerin kimisi Botsvana için de geçerlidir. Bu faktörlerin baskınlık derecesi ve farklı faktörler arasındaki etkileşimin yönü ve gücü Botsvana’yı farklı kılmaktadır. Özellikle madencilik sektöründen elde edilen gelirlerin tutarlı ve etkili kalkınma planları aracılığıyla ekonomik kalkınma için kullanılması Botsvana’ya kalkınma yolunu açmıştır
