YENİ MEDYA YOLUYLA ÇOCUK KATILIMI OLANAKLARI ÜZERİNE BİR DEĞERLENDİRME

Abstract

Bu çalışmanın amacı günümüz dijital dünyasında büyüyen ve yeni iletişim ve bilgi teknolojilerini etkin olarak kullanabilen çocukların katılım olanaklarının incelenmesidir. BMÇHS’nde yer alan katılım hakkı, belgenin önemli bir üstünlüğü ve ayrıcalığı olarak görülse de çocukların katılım hakkından etkin bir şekilde yararlanıp yararlanamadıkları tartışmalıdır. Çalışmada, çocukların dışlandığı resmi, kamusal, kurumsal politika alanından ziyade yetkin toplumsal aktörler ve failler olarak yer aldıkları enformel ve kişisel katılım söz konusu edilmektedir. Çalışma, çocukluğun değişiminde teknolojik gelişmelerin etkisini günümüze kadar izlemekte ve bugünün dijital dünyasına doğan çocukların iletişim ve bilgi teknolojileri konusundaki becerileri ve yetkinliklerinin katılım açısından çocuklara nasıl olanaklar sunduğu üzerine bir değerlendirme yapmaktadır. Yeni medyanın olup bitenlerden hızla haberdar olmalarına ve tepki verebilmelerine imkan verdiği çocuklar bu olanaklardan etkin ve yaratıcı bir şekilde yararlanmakta ve düşüncelerini daha geniş bir alana yayma fırsatı bulabilmektedirler.
