'Modernleşme', 'Post-Modernizm' ve Siyaset

Öz

Bu makalede, 1960 ve 1970'li yıllarda yaygın bir şekilde benimsenmiş
olan, 'modernleşme' kuramlarının içinde doğdukları ülkelerin dış siyasetleri
doğrultusunda geliştirilmiş oldukları düşüncesi yeniden vurgulanmış
ve 'bilimsel etik' açısından eleştirilmiştir. Kalkınma/gelişme sorunuııun
her geçen gün azgelişmiş ülkelerin tartışma gündeminden uzaklaştığı
günümüzde, 'modernleşme' çabaları yerini yavaş yavaş 'post-modern'
söylemlere bırakmaya başlamıştır. Oysa, 'post-modern' söylemin, gelişmenin
yönünü, rasyonellikten irrasyonelliğe doğru kaydırma ihtimali vardır.
'Modernleşme'lerini tamamlamamış ülkeler, 'post-modern' sürecin
anlamını kavrama zorunda kalmışlardır. Bunun için, azgelişmiş ülkelerin
kalkınmaları, Batı'dan ödünç alınacak 'modern' ya da 'post-modern' söylemlerle
değil, ancak, kendilerinin üretecekleri gerçekci stratejilerle mümkün
olabilecektir.
