An Example of Conversion in the Security Field from 1980s to 2000s: Treatment of the Legal Arrangements Regarding Professional Military Sevice in Mainstream Journals

Abstract

This study aims to introduce the transition in the field of security from 1980s to 2000s through an instance of mainstream media’s treatment of legal arrangements, regarding professional military service. Accordingly, treatment of the legal arrangements in Cumhuriyet, Hürriyet, Milliyet, Sabah and Türkiye journals, regarding professionalization of the Turkish Armed Forces (TAF) have been examined. At the end of the study, it is seen that the arrangement about specialist noncommissioned officer of 1986 has not taken place in none of the journals. On the other hand, it is determined that arrangements about contract officer and petty officer together with contract noncommissioned officer and private of 2011 have been extensively taken place on the agenda of the journals. In this context, it is evaluated that technical subjects, regarding security has begun to take more place on the agenda for public opinion in 2000s

1980’LERDEN 2000’LERE GÜVENLİK ALANINDAKİ DÖNÜŞÜME BİR ÖRNEK: YAYGIN BASINDA PROFESYONEL ASKERLİKLE İLGİLİ YASAL DÜZENLEMELERİN ELE ALINIŞI

Abstract

Bu çalışma, 1980’lerden 2000’lere güvenlik alanında yaşanan dönüşümü, yaygın basının profesyonel askerlikle ilgili yapılan yasal düzenlemeleri ele alış örneği üzerinden ortaya koymayı amaçlamaktadır. Buna göre, Türk Silahlı Kuvvetleri’nin (TSK) profesyonelleşmesine yönelik hayata geçirilen yasal düzenlemelerin Cumhuriyet, Hürriyet, Milliyet, Sabah ve Türkiye gazetelerinde ne şekilde ele alındığı incelenmiştir. Çalışma sonucunda, 1986 tarihinde hayata geçirilen uzman erbaş düzenlemesinin gazetelerin hiçbirisinde yer almadığı görülmüştür. Buna karşılık, 2001 yılında hayata geçirilen sözleşmeli subay ve astsubay ile 2011 yılında hayata geçirilen sözleşmeli erbaş ve er düzenlemelerinin gazetelerde önemli gündem maddeleri oluşturduğu belirlenmiştir. Bu durum, 2000’li yıllarda güvenlikle ilgili teknik konuların, kamuoyunun gündeminde daha fazla yer almaya başladığı şeklinde değerlendirilmiştir.
