İçsel Büyüme Modelleri ve Küreselleşme Sürecinde Gelişmekte Olan Ülkelerin Konumları

Abstract

İçsel büyüme modelleri ile küreselleşme, XX. yüzyılın son çeyreğinde literatürde tartışılan en önemli konular arasında bulunmaktadır. İçsel büyüme modelleri, geleneksel büyüme modellerinde dışsal olarak kabul edilen bilgi, Ar-Ge çalışmaları, beşeri sermaye, teknolojik gelişme, ölçek ekonomileri gibi dışsal sayılan faktörleri içselleştirerek, iktisadi büyümeye ve devlete olan bakış açısını etkilemiştir. Bu yönüyle içsel büyüme modellerinin gelişmiş ülkelerin yaşayabileceği durgunlukların azalmasında da etkili olduğu ileri sürülebilir. Küreselleşme ise, özellikle gelişmekte olan ülkeler için gelişmeye giden bir araç olarak değerlendirilmiş olsa da, bu süreçte her şeyin piyasaya bırakılması, söz konusu ülkelerin küreselleşmeden arzuladıkları kazançları elde etmelerini kısıtlamıştır. Bu nedenle çalışmamızda içsel büyüme modellerine genel olarak değinildikten sonra, modelin öngörülerinin küreselleşme sürecindeki gelişmekte olan ülkeler için ne kadar geçerli olduğu ortaya konmaya çalışılacaktır.

Abstract

İçsel büyüme modelleri ile küreselleşme, XX. yüzyılın son çeyreğinde literatürde tartışılan en önemli konular arasında bulunmaktadır. İçsel büyüme modelleri, geleneksel büyüme modellerinde dışsal olarak kabul edilen bilgi, Ar-Ge çalışmaları, beşeri sermaye, teknolojik gelişme, ölçek ekonomileri gibi dışsal sayılan faktörleri içselleştirerek, iktisadi büyümeye ve devlete olan bakış açısını etkilemiştir. Bu yönüyle içsel büyüme modellerinin gelişmiş ülkelerin yaşayabileceği durgunlukların azalmasında da etkili olduğu ileri sürülebilir. Küreselleşme ise, özellikle gelişmekte olan ülkeler için gelişmeye giden bir araç olarak değerlendirilmiş olsa da, bu süreçte her şeyin piyasaya bırakılması, söz konusu ülkelerin küreselleşmeden arzuladıkları kazançları elde etmelerini kısıtlamıştır. Bu nedenle çalışmamızda içsel büyüme modellerine genel olarak değinildikten sonra, modelin öngörülerinin küreselleşme sürecindeki gelişmekte olan ülkeler için ne kadar geçerli olduğu ortaya konmaya çalışılacaktır.
