Thinking State Finance from the Perspective of State Theories

Abstract

While the state finance discipline permeates all the spheres of the social structure and creates various effects, the impact of the state through state finance is usually analysed from a one-sided perspective. In this regard, the main purpose of this study is to revisit the state and state finance approaches of Gramsci, Poulantzas, Mann and Tilly in order to understand the various dimensions of the social effects created by the state through state finance. Within this context, the state and state finance approaches of Gramsci, Poulantzas, Mann and Tilly are addressed, and examples of state fiscal policies and the social consequences of these policies are analysed in the conceptual framework of these approaches.

Devlet Maliyesini Devlet Teorileri Perspektifinden Düşünmek

Abstract

Devlet maliyesi disiplini, toplumsal yapının her alanına nüfuz edip, çok farklı etkiler yaratırken, devletin devlet maliyesi aracılığıyla yarattığı etki genellikle tek yönlü bir bakış açısıyla analiz edilmektedir. Bu bağlamda, bu çalışmanın temel amacı, devletin devlet maliyesi aracılığıyla yarattığı toplumsal etkilerin çeşitli boyutlarını görmek için belirli sosyolojik metinleri tekrar gündeme almaktır. Yazıda, bu kapsamda Gramsci, Poulantzas, Mann ve Tilly’nin devlet ve devlet maliyesi yaklaşımları ele alınmış ve bunların sağladığı kavramsal çerçeve içerisinde mali politika örnekleri ve bunların toplumsal sonuçları değerlendirilmiştir.
