Weber’in Meşruiyet Tipolojisi Çerçevesinde Mihri Hatun’un “Saltanat” Redifli Kasidelerinde İktidarın Meşruiyet Temsili
Abstract
Bu çalışma, Max Weber’in meşruiyet tipolojisi çerçevesinde Mihri Hatun’un “saltanat” redifli iki kasidesinde iktidarın meşruiyet temsillerini incelemeyi amaçlamaktadır. Osmanlı siyasal düşüncesinde merkezi bir kavram olan saltanat, klasik Türk şiirinde padişahın iktidarını meşrulaştıran temel unsurlardan biri olarak kullanılmıştır. Çalışmada, Mihri Hatun Divanı’nda yer alan 2 ve 7 numaralı kasideler örneklem olarak seçilmiştir. Söz konusu metinler, Weber’in geleneksel, karizmatik ve yasal (ussal) meşruiyet tipleri doğrultusunda analiz edilmiştir.
İnceleme sonucunda geleneksel meşruiyetin, efendi-kul ilişkisi, töre ve erkân anlayışı ile hanedanın kutsal soyuna ve devamlılığına dayandırıldığı tespit edilmiştir. Karizmatik meşruiyetin ise hükümdarın ilahi seçilmişliği, kut anlayışı, idealize edilen kişiliği ve sahip olduğu üstün nitelikler aracılığıyla inşa edildiği görülmektedir. Yasal meşruiyetin ise doğrudan bir hukuk sistemi şeklinde değil, adalet, nizam-ı âlem ve düzenin korunması düşüncesi etrafında dolaylı şekilde temsil edildiği anlaşılmaktadır.
Sonuç olarak Mihri Hatun’un zikredilen kasidelerinde padişahın iktidarı geleneksel, karizmatik ve yasal meşruiyet unsurlarının iç içe geçtiği çok katmanlı bir meşruiyet zemini üzerinden kurgulandığı görülmektedir. Bu çalışma, Weber’in kuramsal çerçevesini edebi metin çözümleme yöntemine uygulayarak klasik Türk şiiri ile siyaset sosyolojisi arasında disiplinler arası bir değerlendirme ortaya koymaktadır.

The Representation of the Legitimacy of Power in Mihri Hatun’s “Saltanat”-Refrain Qasidas within Weber’s Typology of Legitimacy
Abstract
This study aims to examine the representations of legitimacy of power in two odes with the redif “saltanat” by Mihri Hatun within the framework of the legitimacy typology developed by Max Weber. As a central concept in Ottoman political thought, “saltanat” (sovereignty) is employed in classical Turkish poetry as one of the fundamental elements legitimizing the authority of the sultan. In this study, odes numbered 2 and 7 in Mihri Hatun’s Divan are selected as the sample texts and analyzed in accordance with Weber’s three types of legitimacy: tradional, charismatic, and legal (rational).
These findings indicate that traditional legitimacy is grounded in the master-servant relationship, the understanding of custom and protocol, as well as the sacred lineage and continuity of the dynasty. Charismatic legitimacy is constructed through the ruler’s divine chosenness, the concept of kut, his idealized personality, and his attributed superior qualities. Legal legitimacy, on the other hand, is not represented as a fully institutionalized legal system; rather, it is indirectly expressed through the notions of justice, nizâm-ı âlem (order of the world), and the preservation of social order.
In conclusion, the sultan’s authority in the aforementioned odes of Mihri Hatun is constructed upon a multilayered ground of legitimacy in which traditional, charismatic, and legal elements are intertwined. By applying Weber’s theoretical framework to the analysis of literary texts, this study offers an interdisciplinary evaluation bridging classical Turkish poetry and political sociology.
