THE TYPOLOGICAL EVOLUTION OF SOCIAL POLICY RESPONSE CAPACITIES FROM INDUSTRIAL REVOLUTIONS TO INDUSTRY 4.0

Abstract

A comprehensive understanding of social policy's concept and practices requires examining its historical development. This study aims to analyze the conceptual framework and the transformation of social policy practices from the First Industrial Revolution to the era of Industry 4.0. The research adopts a holistic approach to explore how the economic, social, cultural, and political changes, driven by industrial transformations, have been reflected in the domain of social policy over time. This study, prepared using a literature-based method, draws upon existing scholarly works relevant to each historical period. It combines Esping-Andersen’s welfare regime typology with Gough and Wood’s social policy capacity approach to conduct a typological analysis of the response capacities of social policy concerning each phase of the industrial revolutions. A central finding of the research is the parallel development between industrial revolutions and the progression of social policy. In this regard, the study contributes to a deeper understanding of the historical foundations of social policy and provides insight into the origins of contemporary policy frameworks.

SANAYİ DEVRİMLERİNDEN ENDÜSTRİ 4.0’A SOSYAL POLİTİKA TEPKİ KAPASİTELERİNİN TİPOLOJİK EVRİMİ

Abstract

Sosyal politikanın kavram ve uygulamalarının doğru anlaşılabilmesi, bu alanın tarihsel gelişim süreciyle birlikte değerlendirilmesini gerektirir. Bu çalışma, Sanayi Devrimi'nin ilk evresinden Endüstri 4.0’a kadar olan süreçte sosyal politikanın kavramsal çerçevesi ile uygulamalarında yaşanan dönüşümleri incelemeyi amaçlamaktadır. Çalışmada sanayide gerçekleşen dönüşümler neticesinde, tarihsel süreçte meydana gelen ekonomik, toplumsal, kültürel ve siyasal değişimlerin sosyal politika alanına nasıl yansıdığı bütüncül bir yaklaşımla ele alınmıştır. Derleme yöntemiyle hazırlanan bu çalışmada, ilgili dönemlere ait literatür ve Esping-Andersen’in refah rejimleri tipolojisi ile Gough ve Wood’un sosyal politika kapasitesi yaklaşımı bir araya getirilerek sanayi devrimlerinin her biri için sosyal politikanın tepki kapasitesi tipolojik olarak analiz edilmiştir. Sanayi devrimleri ile sosyal politikanın evrimsel gelişimi arasındaki paralellik, çalışmanın temel bulgusu olarak öne çıkmaktadır. Bu yönüyle çalışma, sosyal politikanın tarihsel bağlamda nasıl şekillendiğini anlamaya katkı sunarken aynı zamanda günümüz politikalarının kökenlerini irdeleme imkânı sağlamaktadır.
