DİJİTAL REFAH DEVLETLERİNİN İNSAN HAKLARI VE SOSYAL ADALET BAĞLAMINDA DEĞERLENDİRİLMESİ: SOSYAL YARDIM VE HİZMETLERİN DİJİTAL DÖNÜŞÜMÜNDE ORTAYA ÇIKAN ETİK MESELELER

Abstract

Bu çalışmada, dijital refah devletlerinin sosyal koruma sistemlerince planlanıp uygulanan sosyal yardım ve hizmetlerin dijitalleştirilmesinin ortaya çıkardığı sonuçlar, insan hakları bağlamında değerlendirilmektedir. Çalışmada, dijital refah devletlerinin ayırt edici özelliklerine değinildikten sonra, sosyal yardım ve hizmetlerin dijitalleştirilmesinin temelinde yatan finansal hedeflerin görünür kılınmasına çalışılmaktadır. Böylece, dijital refah devletlerinde insan haklarının korunması ve sosyal adaletin sağlanması idealinden, finansal hizmet sağlayıcısı kurumların yararı uğruna vazgeçilip geçilmediği sorusuna yanıt aranmaya çalışılmaktadır. Çalışmanın sonunda, çağımız bilgi toplumlarının içinde yer aldığı refah devletlerinin dijital dönüşümünün, sosyal yardım ve hizmetler aracılığıyla aşırı yoksulların dahi finansal hizmetlerle ilişkilendirilerek, finansal sermayenin korunmasına hizmet edecek türde bir dönüşüm olmaması, aksine Toplum 5.0 hedefleriyle örtüşen bir refah toplumunda her bir kişinin insan haklarının korunmasına ve en nihayetinde sosyal adaletin sağlanmasına katkı sunması gereğinin altı çizilmektedir.

EVALUATION OF DIGITAL WELFARE STATES IN THE CONTEXT OF HUMAN RIGHTS AND SOCIAL JUSTICE: ETHICAL ISSUES IN THE DIGITAL TRANSFORMATION OF SOCIAL ASSISTANCE AND SERVICES

Abstract

This study evaluates the consequences of the digitization of social assistance and services in the context of human rights, planned and implemented by the social protection systems of digital welfare states. After mentioning the special features of digital welfare states, the study tries to make visible the financial goals underlying the digitization of assistance and services. Thus, an answer is sought to the question of whether the ideal of protecting human rights and providing social justice in digital welfare states has been abandoned for the benefit of financial service providers. At the end of the study, it is emphasized that the digital transformation of the welfare states of today’s information societies should not be a transformation that serves to protect financial capital by connecting even the extreme poorest to financial services through social assistance and services. It is emphasized that this digital transformation should contribute to the protection of human rights and social justice for all in a welfare society that is aligned with the goals of Society 5.0.
