The political, social and economic conditions in which the Ottoman Empire was in the first half of the 19th century resulted in the proclamation of the Tanzimat Edict on 3 November 1839.The aim here is to provide an effective usage of the state's power from a single center by making reforms which are suitable for the conditions of the term. The Tanzimat intellectuals thought the liberation of the country could be achieved through a strong and centralized administration. To accomplish this, they provided reformist bureaucrats with the governance and by reducing the powers of the sultan, they ensured that all the powers,formerly belonged to the Sultan himself, were transferred to the bureaucracy. With this change, created in the regime in Sublime Porte (Babıali), the bureaucracy came to fore. ''The Tanzimat Bureaucracy'' occured as a new political force.
19. yüzyılın ilk yarısında Osmanlı Devleti’nin içinde bulunduğu siyasal, sosyal ve ekonomik şartlar 3 Kasım 1839’da Tanzimat Fermanı’nın ilan edilmesiyle sonuçlandı. Buradaki amaç devrin şartlarına göre reformlar yaparak devletin gücünün tek bir merkezden etkili bir şekilde kullanılmasını sağlamaktır. Tanzimat aydınları ülkenin kurtuluşunu güçlü ve merkeziyetçi bir idarede görüyorlardı. Bunun içinde yönetimin reformcu bürokratların elinde olmasını ve padişahın yetkilerini azaltarak bu yetkinin bürokrasiye aktarılmasını sağlamışlardır. Babıali içerisinde yönetim anlayışında oluşturulan bu değişiklikle bürokrasi ön plana çıkmıştı. Yeni bir siyasi güç olarak “Tanzimat Bürokrasisi” oluşmuştur.
