ÜST KADEME KAMU YÖNETİCİLERİNİN ATANMA USULÜNÜN DENGE VE DENETLEME MEKANİZMASI BAKIMINDAN DEĞERLENDİRİLMESİ

Abstract

Üst kademe kamu yöneticileri bulundukları konum ve ifa ettiği hizmet-ler bakımından her ülkede her dönemde önemli kişiler olarak görülmüşlerdir. Çeşitli dönemlerde farklı sistemlerde üst kademe kamu yöneticilerinin kapsamını belirlemek, atama usullerine ilişkin standart usuller belirlemek oldukça güç olmuştur. Bu nedenle üst kademe kamu yöneticilerinin atanmasında ülkeler farklı usuller tercih etmişlerdir. Bununla birlikte üst kademe kamu yöneticilerini atama yetkisinin yürütmeye ait bir yetki olduğu konusunda genel bir eğilim vardır. Yürütme organının üst kademe kamu yöneticilerini atama ve görevden alabilme yetkisi bürokrasi üzerinde önemli ve etkili bir güçtür. Bu gücün dengelenmesi ve denetime tabi olması açısından bazı ülkelerde yürütmenin atama yetkisinin parlamento onayına tabi kılındığı görülmektedir.
