Identity, Discourse and Threat Perception: Israel-Iran Relations from a Constructivist Perspective

Abstract

This study examines, from a constructivist perspective, how threat perception in Israel-Iran relations is constructed not through fixed calculations of interest but through identity, discourse, and practices. Moving beyond the realist and historical-diplomatic approaches that stand out in the literature, it places the mutual construction of identity, discourse, and norms at the center of the analysis. The main research problem concerns how the two states position each other as “the other” and how this positioning shapes their foreign policies. In this context, the study aims to reveal through which discourses and ritual practices Israel and Iran define one another and how these processes transform threat perception. The study is significant both because it fills an important gap in the literature and because it demonstrates the continuity of an identity-based security culture. The research was conducted through a qualitative method within the framework of constructivist theory. Data were collected through library and online archival research, classified chronologically, and analyzed through discourse-practice alignment. The findings show that the pragmatic rapprochement that existed between 1948 and 1979 was transformed into identity-based hostility after 1979. They also demonstrate that discourse and rituals institutionalized this hostility during the period from 1990 to 2005, and that, after 2005, nuclear crises, proxy wars, and direct confrontations further reinforced a Hobbesian security culture. In conclusion, Israel-Iran tensions cannot be explained solely through strategic interests. Unless identity-based and discursive dynamics are transformed, a lasting security spiral is likely to persist.

Kimlik, Söylem ve Tehdit Algısı: Konstrüktivist Perspektiften İsrail-İran İlişkileri

Abstract

Bu çalışma, İsrail-İran ilişkilerinde tehdit algısının sabit çıkar hesaplarından değil, kimlik, söylem ve pratikler aracılığıyla nasıl inşa edildiğini konstrüktivist bir perspektifle incelemektedir. Literatürde öne çıkan realist ve tarihsel-diplomatik yaklaşımların ötesine geçerek, kimlik, söylem ve normların karşılıklı inşa süreçlerini merkeze almaktadır. Araştırmanın temel problemi, iki devletin birbirlerini nasıl “öteki” olarak konumlandırdığı ve bu konumlandırmanın dış politikalarını nasıl biçimlendirdiğidir. Bu doğrultuda çalışma, İsrail ve İran’ın hangi söylemler ve ritüel pratikler üzerinden birbirlerini tanımladığını ve bu süreçlerin tehdit algısını nasıl dönüştürdüğünü ortaya koymayı amaçlamaktadır. Çalışma, hem akademik literatürdeki önemli bir boşluğu doldurması hem de kimlik temelli güvenlik kültürünün sürekliliğini göstermesi bakımından önem taşımaktadır. Araştırma, konstrüktivist kuram çerçevesinde nitel yöntemle yürütülmüştür. Veriler kütüphane ve çevrim içi arşiv taraması yoluyla toplanmış, dönemsel olarak sınıflandırılmış ve söylem-pratik eşleşmesi üzerinden analiz edilmiştir. Bulgular, 1948-1979 arasında var olan pragmatik yakınlığın, 1979 sonrasında kimlik temelli düşmanlığa dönüştüğünü göstermektedir. Ayrıca 1990-2005 döneminde söylem ve ritüellerin bu düşmanlığı kurumsallaştırdığı, 2005 sonrasında ise nükleer krizler, vekâlet savaşları ve doğrudan çatışmaların Hobbesçu güvenlik kültürünü daha da pekiştirdiği ortaya konulmaktadır. Sonuç olarak, İsrail-İran geriliminin yalnızca stratejik çıkarlarla açıklanamayacağı anlaşılmaktadır. Kimliksel ve söylemsel dinamikler dönüştürülmedikçe, kalıcı bir güvenlik sarmalının varlığını sürdürmesi muhtemel görünmektedir.
