REASONS FOR THE FAILURE of THE PUBLIC STRATEGIC PLANNING AND SOLUTION PROPOSALS

Abstract

After the 1990s in many countries, for a variety of reasons, public sector reforms maintain its place in the top agenda. The economic crisis bring the issue of whether resources of the public have been utilised truely or not and whether scarce resources are to be used according to what constitutes the priorities. Meanwhile the international economic market together with globalisation, increasing competition and the information society once again demonstrates that everything is important to the degree that require not being left to the market, and strategic issues should be followed by the public. Strategic planning also emerges on the agenda of public administration following the 1980s, and it is emphasized that the State must act as the operators do. However, application of strategic planning in the public sector generaly fails to succeed, and there is a variety of reasons for this failure. Therefore, it is considered some recommendations should be developed regarding what needs to be done for the strategic planning in the public sector to be applied more effectively, and under this study it is elaborated why exactly strategic planning is not successful, and what are needed to be successful.
