Abstract
Crisis in public financial management emerged in the 1970s, has led to criticism of the
existing economic system and the traditional public administration and has led to questioning
of the welfare state and so started new searches in public administration. As a result of these
efforts, it is seen that the traditional public administration's rigid, hierarchical and bureaucratic
organizational structures that is dominant in 20th century left its place to the New Public
Management Approach which based on participation, flexible, adopting private sector
management techniques. Seing government as a place of permanent solution to the problems
brought many problems with it. To get rid of these problems, especially in the field of
management itisstarted some kinds of studies. These studies, emerges in The New Public
Management Notion as an important paradigm shift. From the agenda after 1980 the New
Public Management (NPM) is different from the traditional public administration for many
issues and a number of new management techniques to be adopted, particularly the principles
of business administration tend to practice in public administration.
