Abstract
Public opinion is one of the most crucial subjects for the contemporary politics science.
Although the concept of the public opinion is not a new concept, its usage in the scientific
researches is relatively new. Especially the political scientists, sociologists and social psychologists
interested in this subject based on the various perspectives and different research techniques.
It is not possible to ignore the importance and entity of the public opinion in the period
that the world is under the human being’s control by the developing technologies. The public opinion is also crucial both to decide political decisions and grind down on
the governing party. Today, mainly because of the development of communication media, the
public opinion is effective and keeps affecting the agenda.
The role of the mass communication media grows for the modern societies by the day. The
main reason for that is the fact that the mass communication media help societies to learn more
about the events of the world. The mass communication media have a critical role on the socializing
public body, reaching political and social decisions and satisfying the information needs.

Abstract
Kamuoyu çağdaş politika biliminin üzerinde durduğu önemli konulardan biridir. Kamuoyu kavramı, her ne kadar yeni bir kavram olmasa da bilimsel araştırmalarda konu olarak ele alınması oldukça yenidir. Özellikle siyaset bilimciler, sosyologlar ve sosyal psikologlar bu konuyu çeşitli açılardan ve farklı araştırma teknikleri kullanarak incelemektedirler. Dünyanın gelişen teknolojiyle birlikte insanoğlunun elinin altına sığdığı bir dönemde kamuoyunun varlığını ve önemini göz ardı etmek mümkün değildir. Kamuoyu özellikle siyasi kararların alınması ve uygulanması üzerinde siyasi iktidara yaptığı baskı açısından da oldukça önemli bir yere sahiptir. Günümüzde özellikle iletişim araçları sayesinde kamuoyu etkili hale gelmiş ve gündemi etkilemeye devam etmektedir. Modern toplumlar için kitle iletişim araçlarının rolü gün geçtikçe artmaktadır. Çünkü kitle iletişim araçları toplumların dünyada olup bitenleri öğrenmelerinde, anlamalarında en etkili araçlardandır. Kitle iletişim araçları, halkın sosyalleşmesinde, siyasal ve sosyal kararlara varmasında, günlük bilgi ihtiyacını karşılamasında önemli rol oynar.
