Abstract

Reinventing Government reform, initiated in 1992 to reorganise American public administration, produced radical solutions to the public administration, and caused the change of the notion of ‘governing’. The country’s economic, political and social conditions are all related to the destiny of the changes. Therefore, the reform based on the pre-assumption that private sector management techniques shed light on the public sector, believes the applicability and functionality of these methods to the public. The examined reform seems to be helpful in drawing a framework for reorganisation attempts of the public administration and in becoming a starting point for the establishment of a serious contributer to the issue. One should be aware of the fact that, knowing different aspects of the American public administration and the state system helps discuss the functionality problem and therefore tests the waters whether there will be a ‘blood-confusion’ during the transfer. In this vein, through examining both the Reinventing Government reform and the caveats of American public administration, this study strives to form a starting point for the reform of the Turkish public administration

AMERİKAN ‘HÜKÜMETİN YENİDEN KEŞFİ’ (‘REINVENTING GOVERNMENT’) REFORMU ÜZERİNE GENEL BİR DEĞERLENDİRME

Abstract

Amerikan kamu yönetiminin yeniden düzenlenmesi amacıyla 1992 yılında uygulanmaya konan Hükümetin Yeniden Keşfi adlı reform kamu yönetimi için radikal çözümler üretmekte ve ‘hükümet etme’ anlayışında köklü değişiklikler öngörmektedir. Bu değişiklikler ülkenin içinde bulunduğu ekonomik, siyasal ve toplumsal şartlardan ayrı düşünülemez. Özel sektör yönetim tekniklerinin kamu sektöründe yol gösterici olacağı ön kabulüne dayanan reform bu yöntemlerin kamu yönetiminde işlevsel olabileceği sonucuna varmıştır. Bu çalışmada inceleme konusu yapılan reformun, Türk kamu yönetiminin yeniden düzenlenmesi çabalarında temel çerçeve oluşturmada ve hareket noktası olma noktasında ciddi katkılar sağlayabileceği düşünülmektedir. Ancak unutulmamalıdır ki Amerikan kamu yönetiminin ve devlet sisteminin farklı yönlerini bilerek işlevsellik tartışması yapmak reformun Türk kamu yönetiminde ‘kan uyuşmazlığına’ neden olmaması bakımından önemli görünmektedir. Bu bağlamda bu çalışma HYK reformunu genel olarak irdeleyerek Türk kamu yönetiminin yeniden yapılandırılması konusunda genel bir çerçeve oluşturma amacı gütmektedir.
