Türkiye’de Darüleytamların Gelişimi ve Niğde Darüleytamı

Abstract

Bir sosyal devlet niteliği taşıyan Osmanlıda, yardıma muhtaç kimselere yönelik birçok sosyalkurumun varlığını biliyoruz. Bunlardan 1896’da II. Abdülhamid’in desteğiyle açılmış olanDarülaceze kimsesiz ve düşkünlere hizmet veren bir kurumdu. XX. yüzyılın başında yaşananBalkan Savaşları ve Birinci Dünya Savaşı büyük felaketlere sebep olduğu gibi, önemli bir göçolayını da ortaya çıkarmıştır. Gerek Balkan Savaşları’nda gerekse Birinci Dünya Savaşı’ndaşehit olanların çocuklarının barınması ve eğitimi devlet için büyük sorun olmuştur. İşte busorunu çözme gayretinin bir sonucu olarak Darüleytamlar kurulmuştur.Osmanlı Devleti’nin çöküşüne sebep olan Birinci Dünya Savaşı sonrasında ortaya çıkan Darüleytamlarçok önemli birer sosyal kurumdurlar. Devlet bu kurumlarla savaşta şehit olanlarınçocuklarına ve savaş sonrasının kaos ortamındaki muhacir ve mültecilere hizmet götürmeyiamaçlamıştır. Başlangıçta İstanbul’da sonrada Anadolu’nun hemen her sancağında açılan bukurumlar, yetimlerin barınma, yeme, içme ihtiyaçlarının yanında eğitimlerini de yaptırmaküzere teşkilatlandırılmışlardır.Osmanlı Devleti için 1918’de sona eren Darüleytamlar, TBMM hükümetinin kontrolündekiAnadolu’da varlığını 1927 yılına kadar sürdürmüştür. Kayıtları, öğrenci kabulü ve işleyişi,nizamname ve talimatnamelerle belirlenen bu kurumun bir örneği de Niğde’de kurulmuş olduğunugörüyoruz. Niğde Eytamhanesi geniş imkanlara sahip olmamakla birlikte, şehir halkınınkatkılarıyla azami hizmeti yapmıştır.

Evolution of Orphanages in Turkey and Orphanage of Nigde

Abstract

It is known that there have been many social organizations in the Otoman Empire to help the needy people. One of them is the Darulaceze opened in 1896 by the Sultan Abdulhamid the Second and aimed to look after poor and alone people. The wars namely Balkans and the First World War caused very significant disasters and immigrations with large numbers. Men, women and kids directly affected by these wars were taken to the safe places to feed and bring them up as a necessity of a social state. For this reason Darüleytams were established. Daruleytams as a very important social organisation were established after the First World War leading to the end of the Otoman Empire. The aim for the establishment of such organizations was to help the immigrants, refugees, poor and the kids of martyrs The first daruleytam was established in İstanbul and others followed in important towns in Anatolia to meet accomadation, food and drink needs of orphans as well as their education requirements. Darüleytam in İstanbul was closed because of the occupation of İstanbul by the Allied Powers. However those in Anatolia continued to exist until 1927 under the control of The Turkish National Assembly Government. It is observed that a sample of these organizations together with the regulations, instructions, the conditions for the accaptance of the students and the managements’ methods was founded in Nigde. Although Nigde Daruleytam did not have sufficient facilities, it successfully helped those needy people around by the assistance of the local people there
