HARRAN OVASI SULU TARIM İŞLETMELERİNDE ARAZİ VE GELİR DAĞILIMI

Abstract

Bu araştırma, Harran Ovası sulu tarım işletmelerinde gelir dağılımını saptamaya yönelik birçalışmadır. Bu çalışmanın amacı, Harran Ovası sulu tarım işletmelerinde gelirin ne dereceadil bir dağılım gösterdiğini saptayarak GAP projesinin sosyal sonuçlarının ortayakonmasıdır. Bu çerçevede Gini konsantrasyon oranları, Harran Ovası'ndan anket yolu iletoplanan veriyi kullanmak suretiyle hesaplanmış ve bu göstergeler, hem başka bölgelere aitoranlarla ve hem de GAPalanına ait eski oranlarla karşılaştırılarak özellikle 1995 yılından buyana işletmeye açılan Harran Ovası sulamalarının, ova çiftçisi gelirine dağılım açısından neşekilde etkide bulunduğu ortaya konulmuştur. Araştırmadan elde edilen sonuçlara göre,bölgede tarımsal gelirin adaletsiz bir şekilde dağılım gösterdiği, 0,60 olarak hesaplanan Ginioranı ile saptanmıştır. Bu dağılımda etkili faktörlerden en önemlisi ise, işletmelerin sahipolduğu arazilerin büyüklük dağılımıdır

Income and Land Distribution Among Farm Households Operating Under the Irrigated Conditions of the Harran Plain

Abstract

This paper addresses the issue of income distribution among farm households operatingunder the irrigated conditions of the Harran Plain located in the Şanlıurfa province of Turkey.In this framework, Gini concentration ratios are calculated using data collected from thestudy area. An important purpose of this research paper is to compare the Gini concentrationratios calculated for the irrigated area farm households in the South Eastern Anatolia project(better known as the GAP with Turkish acronym) region with those calculated for otherregions as well as those previous ratios belonging to the GAP area so as to determine thedistributional impacts of the GAP project. In so doing, one could make judgments about howthe well-being of these local farmers, through this perspective, is affected by theimplementation of the GAP project irrigations initiated back in 1995, and thus allowing us tomake comments on a post project evaluation. Results show that the study area farm incomesare distributed highly unequally relying on the calculated Gini concentration ratio of 0.60.An important component affecting farm income distribution is determined to be thedistribution of land under cultivation by these local farmers
