Early Retirement System in Agriculture Sector and Practices in European Union

Abstract

The countries have been forced their agriculture sector to be competitive in a world that has been globalized and has been decreased trade barriers in it. Furthermore, various agricultural policy tools have been implemented in order to make stronger the competitiveness of agricultural sector. In order to restructure and modernize agriculture in Turkey, it is important to discuss the applicability of other countries' agricultural policy tools. This study investigates the early retirement system in agriculture which has not been discussed in Turkish literature enough, but also has been implemented in European Union Member States largely. Early retirement system in agriculture of Turkey could be a political tool while the share of agriculture among employment in Turkey is described as too high compared to EU countries

TARIM SEKTÖRÜNDE ERKEN EMEKLİLİK SİSTEMİ VE AVRUPA BİRLİĞİ'NDEKİ UYGULAMALARI

Abstract

Her geçen gün küreselleşen ve tarım ürünleri ticaretine yönelik engellerin azaltılmasının tartışıldığı bir dünyada, ülkeler yapısal dönüşümlerle tarım sektörlerini daha güçlü kılmaya çalışmakta ve bu amaca yönelik olarak çok araçlı tarım politikaları uygulamaktadırlar. Türk tarımının gerek iç piyasa gerekse dış piyasada daha rekabetçi bir konuma gelmesi için yapısal politikalar son yıllarda daha da önem kazanmıştır. Tarımın yeniden yapılandırılması ve modernizasyonu için, diğer ülkelerde uygulanan tarım politikası araçlarının Türkiye'de de uygulanabilirliliğin tartışılması önem arz etmektedir. Bu çalışmada, Türkiye'de literatürde yeterince tartışılmamış fakat Avrupa Birliği ülkelerinde tarım sektörünün yeniden yapılandırılması ve modernizasyonunda bir tarım politikası aracı olarak kullanılan erken emeklilik sistemi incelenmiştir. Erken emeklilik sistemi, tarımsal işgücünün Avrupa Birliği ülkeleri ile karşılaştırıldığında oldukça fazla olduğu Türkiye'de, tarımın yeniden yapılandırılmasında kullanılabilecek politika araçlarından biri konumundadır
