Abstract
Ethics is one of the indispensable elements of public administration, although there is no consensus in the literature. The ethical phenomenon, which shows the moral rules that public employees should pay attention to in their relations with the people who provide services within the scope of public interest, or, on the contrary, the avoidance of unethical behaviors is one of the issues that have increased in importance in public administration recently. This study aims to include the reasons for this need and the steps taken in Turkey to meet this need in terms of administrative, legal and political aspects, based on the fact that the concept of ethics is an important need in local government units, especially in public administration. Within the scope of this purpose, first of all, the concept of ethics is discussed in the study, then the place of ethics in public administration and local administrations is mentioned, and finally the function of the Ethics Committee of Public Officials in this subject is evaluated.
