ULUSLARARASI SAĞLIK TÜZÜĞÜ TEMEL KAPASİTELERİ İLE COVID-19’A BAĞLI DALY ARASINDAKİ İLİŞKİ

Abstract

COVID-19 gibi salgınlar, sonuçları göz önüne alındığında, ekonomiye, sosyal hayata ve halk sağlığına zarar vererek küresel anlamda sağlık ve güvenlik sorunu haline gelmektedir. Çalışmanın temel amacı ise Uluslararası Sağlık Tüzüğü (IHR) temel kapasite skorunun COVID-19’a bağlı DALY oranı üzerindeki etkisini değerlendirmektedir. Çalışmada IHR’ı uygulamayı kabul eden 183 ülkenin 2021 yılına ait IHR temel kapasite skoru ve COVID-19’a bağlı 100.000 kişiye düşen DALY oranları verileri kullanılmıştır. Çalışmada düşük ve yüksek IHR temel kapasite skorlu ülkelerde COVID-19’a bağlı DALY oranlarının karşılaştırılmasında “Mann Whitney U” testi kullanılmıştır. IHR temel kapasite endeks skoru ile COVID-19’a bağlı DALY oranları arasındaki ilişkinin test edilmesinde “Spearman” korelasyon katsayısı kullanılmıştır. IHR temel kapasite endeksi ile COVID-19’a bağlı DALY oranları arasındaki ilişkiyi daha detaylı olarak ortaya koymak için basit doğrusal regresyon analizi yapılmıştır. Analizler sonucunda IHR temel kapasite skoru ortalaması 64 ve altında olan ülkelerin COVID-19’a bağlı DALY oranlarının IHR temel kapasite skoru 65 ve üstünde olan ülkelere göre daha yüksek olduğu tespit edilmiştir. IHR temel kapasite endeks skoru ile COVID-19’a bağlı DALY oranları arasında orta düzeyde ve negatif yönde istatistiksel olarak anlamlı ilişki tespit edilmiştir. Basit regresyon analizi sonucunda IHR temel kapasite endeksi skorunun COVID-19’a bağlı DALY oranındaki değişimin %14’ünü açıkladığı anlaşılmıştır. Bulgular dikkate alındığında ülkelerin IHR temel kapasite düzeylerini arttırmaya yönelik çabalara devam etmesi gerektiği düşünülmektedir. IHR kapsamında öngörülen uygulamaları hayata geçirmek için ülkeler tarafından gerekli politik ve ekonomik önlemlerin alınması gerekmektedir.

The Relationship Between International Health Regulations Core Capacities and COVID-19-Related DALYs

Abstract

Pandemics like COVID-19, considering their consequences, become global health and security issues by harming the economy, social life, and public health. The primary aim of this study is to evaluate the impact of the International Health Regulations (IHR) core capacity score on the Disability-Adjusted Life Years (DALY) rate associated with COVID-19. This study utilizes data from 183 countries that have committed to implementing the IHR, focusing on their 2021 IHR core capacity scores and COVID-19-related DALY rates per 100,000 population. The Mann-Whitney U test was employed to compare COVID-19-related DALY rates between countries with low and high IHR core capacity scores. Additionally, the Spearman correlation coefficient was used to examine the relationship between the IHR core capacity index score and COVID-19-related DALY rates. To further elucidate this relationship, a simple linear regression analysis was conducted. The findings indicate that countries with an average IHR core capacity score of 64 or below had higher COVID-19-related DALY rates compared to those with a score of 65 or above. A moderate and statistically significant negative correlation was found between the IHR core capacity index score and COVID-19-related DALY rates. The results of the simple regression analysis revealed that the IHR core capacity index score accounted for 14% of the variation in COVID-19-related DALY rates. These findings suggest that countries should continue their efforts to enhance their IHR core capacity levels. To implement the measures envisioned within the IHR framework, governments need to adopt the necessary political and economic policies.
