Stratejik Düşünceden Ortak Eyleme AB’nin Ortak Güvenlik ve Savunma Politikası ve Avrupa Savunma Bütünleşmesi

Abstract

Avrupa Birliği’nin Küresel Stratejisi, “stratejik düşünce” ile Ortak Dış ve Güvenlik Politikasının (ODGP) önceliklerini ortaya koyarken, “ortak eylem” ile de Ortak Güvenlik ve Savunma Politikasının (OGSP) faaliyet alanını genişletmiştir. Dolayısıyla, çalışmanın amacı, stratejik düşünceden ortak eyleme giden Küresel Stratejinin OGSP’nin içeriğini nasıl derinleştirdiğini araştırmak ve bu değişikliğin AB’nin siyasi bütünleşme süreci içindeki yerini Avrupa Savunma Bütünleşmesi üzerinden sorgulamaktır. Nitel araştırma metodunu kullanan bu çalışma, nitel veri toplama yöntemlerinden doküman analizini kullanmıştır. Tümevarım yöntemiyle OGSP konusunda bütüncül bir yapı ortaya koymaya çalışan bu araştırma makalesi, ODGP’nin yeni özelliklerini ortaya koyarken, OGSP’nin Avrupa bütünleşmesi içindeki yerini yeniden tanımlamıştır. Sonuç olarak, Küresel Strateji ile AB üye devletleri arasında güvenlik ve savunma konularında yakınlaşma sağlanmış ve OGSP, artan askeri unsurlarla etkinlik kazanmaya başlamıştır.

Abstract

While the European Union's Global Strategy revealed the priorities of the "strategic thinking" and the Common Foreign and Security Policy (CFSP), it expanded the scope of the Common Security and Defense Policy (CSDP) with "joint action". Therefore, the aim of the study is to investigate how the Global Strategy, which goes from strategic thinking to joint action, deepens the content of the CSDP and to question the place of this change in the EU's political integration process through European Defense Integration. Using the qualitative research method, this study used document analysis, one of the qualitative data collection methods. This research article, which tries to reveal a holistic structure on CFSP with the inductive method, redefines the place of CSDP in European integration, while revealing the new features of CFSP that emerged according to the differentiating dynamics of the global system shaped by crises. As a result, a convergence was achieved between the Global Strategy and EU member states on security and defense issues, and the CSDP began to gain effectiveness with increasing military elements.
