ASKERÎ VESAYET BAĞLAMINDA TEKNOKRASİ: KURAMSAL BİR TARTIŞMA

Abstract

Teknokrasinin yalnızca teknik bir yönetim biçimi olarak ele alınmasının ötesine geçmeyi amaçlayan bu çalışma, kavramın farklı kullanım biçimlerini ve dönüşen yapısını, askerî vesayet rejimleriyle kurduğu ilişki bağlamında kuramsal düzeyde tartışmaya çalışmıştır. Uzmanlık bilgisine dayalı yönetim anlayışları, demokratik temsiliyetin zayıfladığı dönemlerde devreye sokulmakta ve yönetsel karar süreçlerinde belirleyici hâle gelmektedir. Bu çerçevede teknokratlar, yalnızca teknik alanlara odaklanan uygulayıcılar olmanın ötesinde, siyasal alanın yeniden biçimlendirilmesinde etkin roller üstlenen stratejik aktörler olarak konumlandırılmaktadır. Özellikle askerî müdahaleler sonrasında yapılandırılan geçici yönetimlerde teknokratlara yönelinmesi, bu aktörlerin disiplinli, tarafsız ve öngörülebilir yapıları sayesinde kurumsal güven ortamına katkı sundukları düşüncesiyle ilişkilidir. Bunun yanı sıra, teknokratların sivil kökenli, ideolojik angajmandan uzak ve uzmanlık temelli profilleri sayesinde, askerî rejimlerin dış dünyaya daha meşru ve rasyonel bir yönetim modeli sunduğu izlenimi yaratılmakta; bu da uluslararası alanda kabul görme çabalarına katkı sağlamaktadır. Makale, teknokratların karar alma süreçlerinde askerî yapıların yönetsel stratejilerine uyum gösteren aracı figürler olarak işlev gördüğünü dikkat çekmektedir. Bu doğrultuda teknokrasi, yalnızca rasyonel yönetim araçlarının toplamı olarak değil; otoriter yapılar açısından, alanında uzman kişilerin siyasal vesayet altında yönetime getirildiği bir iktidar biçimi olarak ele alınmaktadır.

TECHNOCRACY IN THE CONTEXT OF MILITARY TUTELAGE: A THEORETICAL DISCUSSION

Abstract

Rather than considering technocracy solely as a technical form of government, this study discusses the different uses and transforming structure of the concept within the context of its relationship with military tutelage regimes. Governments based on expert knowledge are deployed during periods when democratic representation is weakened and these governments play a decisive role in administrative decision-making processes. In this framework, technocrats are positioned not merely as practitioners focused on technical areas, but as strategic actors undertaking active roles in reshaping the political sphere. The tendency to turn to technocrats, especially in interim administrations structured after military interventions, is related to the idea that these actors contribute to an environment of institutional trust due to their disciplined, impartial, and predictable natures. In addition, technocrats' civilian origin, ideological detachment and expertise-based profiles create the impression that military regimes offer a more legitimate and rational model of governance to international observers, which in turn contributes to their efforts to gain international acceptance. The article highlights that technocrats function as intermediary figures who support administrative strategies of military structures in decision-making processes. In this regard, technocracy is not considered merely as the sum of rational administrative tools, but as a form of power wihin authoritarian structures, where experts in their fields are brought into governance under political tutelage.
