EXAMINING THE EFFECT OF THE HUMAN FACTOR ON THE SUCCESS OF THE INFORMATION SYSTEM DEVELOPMENT PROCESS

Abstract

This study aims to investigate the influence of human factors and stakeholders, including customers, project managers, project teams, and senior management, on the success of the information system development process (ISDS). The study employs a quantitative research method and includes participants from 387 public institutions. The data collection tool comprises three parts. The first part includes six questions about the demographic information of the participants. The second part consists of the Human Stakeholder Scale (HS-S), which has four sub-dimensions and 14 questions. The third part includes the Information System Development Process Success Scale (ISDS-S), which has six questions. The data collection tool comprises three parts. In total, there are 26 questions in the tool. The researcher collected the study data online and in person between January 20, 2023, and March 30, 2023. The statistical programs used for data analysis were SPSS 21.0 and AMOS 22.0. The validity studies of the scale included explanatory and confirmatory factor analyses, while the reliability study employed item-total correlation and Cronbach Alpha methods. The analysis revealed that the HS-S and ISDS-S scales are valid and reliable instruments. The human factor accounts for 28% of ISDP success. The study found no statistically significant effect of the customer and project manager on the success of the information system development process but identified a statistically significant effect of top management and the project team. The study resulted in recommendations for institutions, managers, and decision-makers regarding the success of the information system development process.

BİLİŞİM SİSTEMİ GELİŞTİRME SÜRECİ BAŞARISINA İNSAN FAKTÖRÜNÜN ETKİSİNİN İNCELENMESİ

Abstract

Bu çalışmanın amacı insan faktörü ve farklı insan gruplarından oluşan paydaşların (müşteri, proje yöneticisi, proje ekibi ve üst yönetim) bilişim sistemi geliştirme süreci (BSGS) başarısına etkisini ortaya çıkarmaktır. Bu çalışmanın yöntemi nicel araştırma yöntemidir. Bu araştırmanın çalışma grubu 387 kamu kurumlarında çalışan katılımcılardır. Veri toplama aracı üç bölümden oluşmaktadır. Birinci bölümde katılımcıların demografik bilgilerine yönelik altı soru bulunmaktadır. İkinci bölümde dört alt boyuttan ve 14 sorudan oluşan İnsan Paydaşları Ölçeği (İP-Ö), üçüncü bölümde de altı sorudan oluşan Bilişim Sistemi Geliştirme Süreci Başarısı Ölçeği (BSGB-Ö) bulunmaktadır. Veri toplama aracında toplam 26 soru bulunmaktadır. Araştırmanın verileri çevrimiçi veya fiziki olarak 20 Ocak 2023 ve 30 Mart 2023 tarihleri arasında araştırmacının kendisi tarafından toplanmıştır. Verilerin analizinde SPSS 21.0 ve AMOS 22.0 istatistik programları kullanılmıştır. Ölçeğin geçerlik çalışmaları kapsamında açıklayıcı ve doğrulayıcı faktör analizleri; güvenirlik çalışması kapsamında madde toplam korelasyonu, Cronbach Alpha yöntemleri kullanılmıştır. Analizler sonucunda İP-Ö ve BSGB-Ö ölçeklerinin geçerli ve güvenilir araçlar olduğu görülmüştür. İnsan faktörü BSGS başarısının %28’ini açıklamaktadır. Müşteri ve proje yöneticisinin bilişim sistemi geliştirme süreci başarısı üzerinde istatistiksel olarak anlamlı etkilerinin olmadığı ama üst yönetim ve proje ekibinin bilişim sistemi geliştirme süreci başarısı üzerinde istatistiksel olarak anlamlı etkilerinin olduğu görülmüştür. Çalışma sonucunda kurumlara, yöneticilere ve karar vericilere önerilerde bulunulmuştur.
