Abstract
XVI. yüzyılın son çeyreğinden itibaren “imparatorluk sisteminin çöküşü olarak algılanan” devlet ve toplumun içine düştüğü “kötü” durumun sebeplerinin ve bu halden kurtuluş yollarının sıralandığı eserler kaleme alınmıştır. Klasik İslâm-Siyasi kültüründen bağımsız olarak düşünemeyeceğimiz nasihatname özelliği gösteren bu eserlerin devrin entelektüelleri ve danışmanları olan “musahibler” tarafından yazılmış örnekleri de mevcuttur. Âli Mustafa Efendi’nin, “…padişah sohbetini bilen devlete ve saltanata zarar veren hususları açık dille ve güzel misallerle padişaha anlatan ilmi sohbetlere önem veren..” tanımı, musahipliğe resmi bir nitelik kazandırdığı gibi görev çerçevesini de belirlemiştir. Bu makalenin konusu olan, musahib/danışman İbrahim Refet Efendi tarafından yazılan ve içerik olarak nasihatname vasıflarına haiz olan belgeler II. Mahmud’a devlet yönetimine dair öğütleri ve Osmanlı-Rus Savaşı’na gelir sağlamak için alınacak önlemleri içermektedir. Ancak bunların alt okuması yapıldığı zaman genç padişahın “Saray”da ve “Babıali”de otoritesini kurmak ve sağlamlaştırmak için dikkat etmesi gereken hususlar ortaya çıkmaktadır. Bu yönüyle Nizam-ı Kadim odaklı nasihatnamelerle benzerlik gösteren söz konusu belgeleri benzerlerinden ayrı bir yere koyan en önemli özelliği Nizam-ı Cedid’i hayata geçiren III. Selim’in reformist kadrosu Atabegan’ı Saltanat üyelerine dair iddialar ve eleştirilerdir. Osmanlı Devleti’nde XIV. yüzyıldan beri var olan ve XVII yüzyıldan itibaren kabuğuna çekilmiş görünen Heterodoks İslam, İbrahim Refet’in iddialarına göre, bu sefer karşımıza Sunnî öğretiye muhalif olmaktan çok devleti yöneten hatta yeni bir şekil vermeye çalışan Nizâm-ı Cedîd zihniyetinde karşımıza çıkmaktadır ki bu tespit söz konusu belgeleri tarihçiler kadar ilahiyatçılar ve siyaset bilimcileri içinde değerli kılmaktadır
Abstract
Since the last quarter of the XVI century, works lining up the causes and the road tosalvation of the "bad" condition of the state "which was perceived as the collapse of theimperial system" and the society had fallen into, were worded. These works that havenasihatname feature cannot be thought independent from the classical Islamic-Political culture. There are also available examples of these works which were writtenby the "companions-musahipler", the intellectuals and the consultants of the era.Âli Mustafa Efendi's description of the companion/musahip as the one that"...knowshow to chat with the sultan, explains to the sultan with a plain language and goodexamples matters harming the sultanate and the state, gives importance to scientificdiscussions", not only gained formal qualifications to it but also shaped its task frame.The subject of this article contains the advices, documents that as content have nasihatnamequalifications, written by musahip-companion/consultant İbrahim RefetEfendi to Mahmud II on the administration of the state and the measures to provideincome for the Ottoman-Russian War. Yet after reading these comes out the pointsthat the young sultan has to pay attention to establish and consolidate his authority"in the Palace" and the "Porte". The most important feature of these documents thatplaces them in a different place from the relevant documents focused on the aspect ofNizam-ı Kadim/Old Order, is the reformist cadre Atabegan of Selim III who implementedNizam-ı Cedid/New Order, the allegations and criticisms of the Sultanatemembers. According to the claims of İbrahim Refet, the Heterodox Islam thatexisted in the Ottoman State since XIV century and was retreated to its shell sincethe XVII century and onwards, this time appears, not as an opposition to Sunniteaching but as Nizam-ı Cedid/New Order mentality, ruling the very state, eventrying to give a new shape to it. Therefore this account makes the relevant documentsvaluable not only for historians but also for theologians and political scientists.
