Abstract
II. Meşrutiyet dönemi boyunca en uzun süre görevde kalan MaarifNazırı olan Ahmet Şükrü Bey, ilköğretimden yükseköğretime kadar heröğretim kademesinde eğitimi daha iyi hale getirmeye çalışmıştı. Eğitimsisteminde karşılaşılan tüm sorunları, dönemin iktidarını elinde tutanİttihat ve Terakki Partisi’nin eğitim politikalarına paralel olarak ele almışve çözümler aramıştı. Görevde kaldığı süre zarfında ülkenin savaştaolması nedeniyle zor şartlar altında çalışmalarını sürdürmüştü. AhmetŞükrü Bey’in, dönemin tüm olumsuzluklarına rağmen köklü değişiklikleryaparak, millî ve modern bir eğitim oluşturmak istemesi takdire şayandır.Bu nedenle Onun eğitim sistemine katkısı çalışılmaya değer bulunmuştur.Bu çalışmada, Ahmet Şükrü Bey’in faaliyetlerine geçmeden önce, II.Meşrutiyet dönemi eğitim politikalarına yer verilmiştir. Bu bağlamdakurulan hükümetlerin programları ile İttihat ve Terakki Cemiyetininkongre kararları incelenmiştir. Akabinde II. Meşrutiyet’in ilanındanAhmet Şükrü Bey’in dönemine kadar geçen süre içindeki eğitimin durumunakısaca değinilmiştir. Çalışmanın esas konusunu teşkil eden AhmetŞükrü Bey’in faaliyetleri, alt başlıklar şeklinde ele alınmıştır.
MINISTER OF EDUCATION AHMET ŞÜKRÜ BEY’S CONTRIBUTION TO EDUCATION POLICY DURING THE SECOND CONSTITUTIONAL MONARCHY
Abstract
Ahmet Şükrü Bey is the minister of education who was remained the longestduring the period of second Constitutional Monarchy. He worked for raising thequality of education from primary to higher. He searched solutions for all theproblems encountered in education system parallel with the education policies ofthe Union and Progress Party. During his mission he worked under difficultconditions because of First World War. He continued to serve despite all thenegative circumstances. By making drastic changes he tried to create a nationaland modern education system. In this essay, his contributions to the educationsystem is discussed. First of all education policies of the period was investigated.In this context, government programmes and congress decisions of the Union andProgress Party was examined. Later, it has briefly discussed the conditions ofeducation until the period of Ahmet Şükrü Bey. Activities of Ahmet Şükrü Beywhich constitute the main subject of study is discussed as subheadings.
