Körfez İşbirliği Konseyi Ülkelerinde Hegemonya, Güç ve Kriz Dinamikleri: Siyasal Kompleks Yaklaşımı

Abstract

Bu çalışma, Körfez Siyasal Kompleksi kavramı çerçevesinde hegemonya, güç ve kriz ilişkilerini Post-yapısalcı Söylem Kuramı perspektifiyle ele alarak teorik bir çerçeve sunmaktadır. Çalışma bu teorik tartışma için, Körfez ülkelerinin iç politika, bölge ve alt-bölge dinamiklerini kapsayan yeni bir kavramsal çerçeve sunmaktadır: Körfez Siyasal Kompleksi. Bu kavram, beş temel iddia ile tanımlanmaktadır. Çalışma hegemonya, güç ve kriz kavramları hem maddi hem de söylemsel unsurların etkileşimiyle analiz etmiş ve bu analiz, Körfez diplomasi tarihinden örneklerle desteklenmiştir. Çalışma, Suudi Arabistan’ın hegemonik söylemini üç tarihsel dönemde incelemiş ve özellikle Arap Baharı’nı, bu yerleşik söylemi sarsan organik bir kriz olarak değerlendirmiştir. Bu kriz, karşı-hegemonik pratiklerin ve çoklu hegemonik oluşumların önünü açmış, küçük Körfez devletlerinin bölgesel siyasette daha etkili aktörler hâline gelmesine zemin hazırlamıştır. Bu yaklaşım, KİK içi ve Ortadoğu geneli işbirliği ve rekabet ilişkilerini anlamak adına alternatif bir teorik zemin sunmayı ve Türkçe literatüre özgün bir kuramsal katkı yapmayı amaçlamaktadır.

Dynamics of Hegemony, Power, and Crisis in the Gulf Cooperation Council States: A Political Complex Approach

Abstract

This study offers a theoretical framework for examining hegemony, power, and crisis within the Gulf Political Complex through a Post-structuralist Discourse Theory perspective. It introduces the concept of the Gulf Political Complex, encompassing domestic, regional, and sub-regional dynamics of Gulf states, defined through five core claims. The interaction of material and discursive elements in shaping hegemony and crisis is explored, supported by examples from Gulf diplomatic history. Focusing on Saudi Arabia’s hegemonic discourse across three historical periods, the study interprets the Arab Spring as an organic crisis that enabled counter-hegemonic practices and the rise of smaller Gulf states as influential actors.
