Karar Birimleri Yaklaşımı Çerçevesinde ABD’nin Kasım Süleymani’ye Suikast Kararı

Abstract

Bu çalışma, Donald Trump yönetiminde alınan Kasım Süleymani suikast kararını Karar Birimleri Yaklaşımı çerçevesinde ele almaktadır. Çalışmada karar anı ve sürecin işleyişi, dönemin üst düzey yetkililerinin anı kitapları üzerinden analiz edilmiştir. Bu noktada karar biriminin baskın lider olduğu tespit edilerek Trump’ın liderlik tarzını ortaya koymak adına gerçekleştirdiği söyleşiler Liderlik Özelliği Analizi’ne (LTA) tabi tutulmuştur. Bulgular Trump’ın siyasi kısıtlamalara meydan okuyan, bilgiye açık, ilişki odaklı ve öngörülemez bir liderlik profiline sahip olduğunu ortaya koymaktadır. Bu skorlar Trump’ın suikast kararının alınması sürecindeki davranışlarıyla uyuşmaktadır. Çalışma, Karar Birimleri Yaklaşımı’nın karar alma mekanizmalarını anlamadaki açıklayıcı gücünü gösterirken, aynı zamanda kaynakların güvenilirliği ve liderlik tarzı kategorilerindeki kapsayıcılık sorunlarının yol açtığı sınırlılıklara dikkat çekmektedir.

The US Decision to Assassinate Qasem Soleimani Within the Framework of the Decision Units Approach

Abstract

This study examines the decision to assassinate Qasem Soleimani, made under the Donald Trump administration, within the framework of the Decision Units Approach (DUA). The study analyzes the occasion for decision and the operational process through the memoirs of senior officials from that period. Based on these sources, the decision unit was identified as a predominant leader. To determine Trump's leadership style, his interviews were subjected to Leadership Trait Analysis (LTA). The findings reveal that he possesses a leadership profile that challenges political constraints, is open to information, relationship-focused, and unpredictable. These scores are consistent with Trump's behavior during the decision-making process for the assassination. While the study demonstrates the explanatory power of the DUA in understanding decision-making mechanisms, it also draws attention to the limitations arising from challenges to the reliability of sources and the shortcomings in the comprehensiveness of leadership style categories.
