Abstract

Bu çalışmada, son yıllarda değişen dünya içinde çok ciddi bir dönüşüm sürecinden geçen Türkiye’de gereksinim duyulan iyi ve adaletli toplum yönetimine verilecek sosyal demokrat yanıtın hangi ilkeler üzerine kurulması gerektiği sorusuna yanıt aranmaktadır. Bu noktada yapılacak ilk tespit, siyasal alanın “ılımlı İslam-tepkici milliyetçilik” kutuplaşmasına hapsolduğu ve sosyal demokrat olması gereken siyasal hareketin de kendisini tepkici milliyetçilik kanadında konumlayarak dönüşümü iyi ve adaletli yönetecek bir siyasal vizyon geliştirmek yerine, dönüşüme tepki duyan bir hareket tarzına sahip olduğudur. Yazı, “Türkiye’nin dönüşümüne demokrasiyi tehlikeye atmadan yanıt verecek sosyal demokrat vizyon ne olmalıdır?” sorusunu sorarak, ekonomik büyümenin sürdürülebilirliğini “insani kalkınma”da gören bir sol söylemin geliştirilmesinin gerekliliğini ve siyasetin güvenlikleştirilmesi ya da pazarlaşması süreçlerine karşı demokratik siyasi kültürü toplumsal yaşamda yaygınlaştırmak için sosyal demokrasinin kamusal tartışmayı desteklemesinin önemini ifade ediyor.

Good and Equitable Governance of Turkey and Social Democracy

Abstract

The initial question of this paper is the following: On which principles should the social democratic response to the need of a good and equitable government be established in a country like Turkey which passes through a serious transformation process in a changing world? The first statement is that the political arena is polarized between “moderate Islam vs. reactionary nationalism” and that the political movement which should have been based on social democratic principles situates itself on the reactionary nationalistic side and instead of developing a political vision that would ensure the management of the transformation in a good and equitable manner, it has adopted a reactionary discourse. As an answer to the question of “how should the social democratic vision respond to the transformation of Turkey without compromising the democracy”, this paper develops two arguments: first, a leftist discourse viewing the sustainability of the economic growth in “human development” should be established, and second, against the processes of the securitization and the marketization of politics, social democracy should encourage public debate in order to expand democratic political culture in social life.
