Türkiye’de Terörizm Çalışmalarında Yöntem Sorunu

Abstract

Türkiye’de terörizm eserlerinin başlangıcı on yıllar öncesine götürülebilecek durumda olmasına rağmen terörizmin nasıl çalışılması gerektiği sorusu halen nadiren sorulmaktadır. Terörizm çalışmalarının üstesinden gelmekte güçlük çektiği önemli sorunlardan birisi olan yöntem sorunu ülkemizdeki akademik çalışmalarda dünya genelinde olduğundan daha fazla hissedilmektedir. Çalışmaların önemli bir kısmı genel tasvirler ve açıklamaları içeren nitelik taşıyan ve birbirini tekrar eden görüntü içindeyken örnek olay analizi içerme iddiasıyla yazılan eserlerde de sıklıkla birbirini tekrar ve veri üretememe sorunu bulunmaktadır. Bu doğrultuda, bu çalışmanın temel olarak iki savı bulunmaktadır. Birinci sav, Türkiye’de terörizm alanında verilen akademik çalışmalarının pek çoğunun, çalışmaları bilimsel kılan metodolojik bir yaklaşımdan yoksun olduğudur. İkinci sav ise on yıllardır terörizm sorunuyla yüzleşen bir ülkede örnek olay incelemesi üzerinden çok kapsamlı bir birikim elde edilebilecek olmasına rağmen Türkiye’de faaliyet gösteren terör örgütlerine dair örnek olay incelemelerinin sahip oldukları potansiyele göre yetersiz kaldığıdır. Bu savların doğrulanabilmesi için bu çalışmada Türkiye’de üretilen lisansüstü çalışmalar taranarak yöntem farkındalığı ve hangi araştırma yönteminin kullanıldığı tespit edilmiştir. Ayrıca, Türkiye’de faaliyet gösteren terör örgütlerine ilişkin çalışmalar incelenerek, örnek olay incelemelerinin durumu ortaya konulmuştur.
