Ekonomik kalkınma ve büyüme sürecinde teknolojik ilerlemelerin önemi içsel büyüme teorileri ile ön plana çıkmıştır. Teknolojik ilerlemelerin nedenlerini irdeleyen bu teoriler bilgi üretim sürecini ve dolayısıyla araştırma ve geliştirme (Ar-Ge) faaliyetlerinin önemine değinmektedir. Ar-Ge faaliyetlerine yapılan harcamaların dünyada 1980 sonrası artış eğiliminde olması Türkiye’nin de bu alana gösterdiği ilgiyi artırmıştır. Bu ilginin en açık göstergesi 2001 yılında Ar-Ge’ye GSYH’den ayrılan payın %0,53’den 2020 yılında %1,09’a kadar yükselmesi olmuştur. Bu aşamada kamunun Ar-Ge destekleri de bu alandaki faaliyetleri teşvik eden önemli bir unsur olarak karşımıza çıkmaktadır. Bu çalışmada Türkiye’de sosyo-ekonomik hedeflere göre merkezi yönetim bütçesinden Ar-Ge faaliyetleri için ayrılan ödenek ve harcamalar ile büyüme arasındaki ilişki 2008–2035 zaman aralığı için yapay sinir ağları ile gelecek model tahminlemesi yapılarak ARDL (Autoregressive Distributed Lag Bound Test) analizi ile sınanmıştır. Ekonometrik çözümleme sonucunda ekonomik büyümeye pozitif anlamda en çok etki eden Ar-Ge harcama grubu enerji sektörü olurken en az etki eden sağ- lık sektörüne yönelik harcamalar olmuştur.
The importance of technological advances in the process of economic development and growth has come into prominence with endogenous growth theories. These theories, which examine the causes of technological advances, touch on the knowledge production process and there- fore the importance of research and development activities. The increase in the expenditures on research and development activities all over the world after 1980 has increased the interest of Turkey in this field. The clearest indicator of this interest was the increase in the share of research and development in GDP from 0.53% in 2001 to 1.09% in 2020. At this stage, public research and development supports have become an important factor that encourages activities in this field. In this study, the relationship between the appropriations and expenditures allocated from the central government budget for research and development activities and growth accord- ing to socio-economic targets in Turkey was tested with ARDL (Autoregressive Distributed Lag Bound Test) analysis by making future model estimations with artificial neural networks for the 2008–2035 time period. As a result of the econometric analysis, the research and development expenditure group that had the most positive effect on economic growth was the energy sector, while the least effect was the expenditures for the health sector.
